A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO REQUEST PROPOSALS FOR
CITYWIDE NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM TRAFFIC SURVEYS
AND QUINQUENNIAL (5-YEAR) SPEED SURVEYS
WHEREAS, the Neighborhood Traffic Management Program (NTMP) was approved in 2001;
and
WHEREAS, the NTMP uses traffic speed and volume survey data to designate the streets with
the highest number of violators as Special Enforcement Zones; and
WHEREAS, the citywide NTMP traffic survey database has not been updated since 2001; and
WHEREAS, quinquennial (5-year) speed surveys were conducted in 2004/2005; and
WHEREAS, an update of the speed and engineering surveys will permit continued active
enforcement of speed limits throughout the City that will be upheld in court in most cases; and
WHEREAS, the proposed NTMP and quinquennial speed surveys will require traffic counting
services with an engineer's estimate of $35,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell that the
Public Works Director is hereby authorized to request proposals for traffic counting services and
to execute an agreement with the most qualified respondent.
