BEING A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF CAMPBELL GRANTING
A SITE AND ARCHITECTURAL APPROVAL TO ALLOW
A NEW SINGLE-FAMILY HOME ON PROPERTY
LOCATED AT 1270 BURROWS ROAD IN AN R-l-10
(SINGLE FAMILY RESIDENTIAL) ZONING DISTRICT.
APPLICATION OF MR. GREG SMITH. FILE NO. R 97-03
(S 95-12).
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as
follows with respect to application R 97-03 (S 95-12).
The proposed dwelling is well designed and is architecturally compatible with the
surrounding area with the incorporation of architectural enhancements such as the
porch element and mullioned windows.
2. The subject property is a legal non-conforming lot of record and is permitted to be
developed in accordance with the development standards of the R-l-8 zoning district.
3. The proposal conforms to the development standards of the R-l-8 zoning district
under the San Tomas Area Neighborhood Plan.
Based on the foregoing findings of fact, the Planning Commission further finds and
concludes that:
The existing lot does not conform to the cun'ent General Plan of the City, however,
the lots were legally created prior to the adoption of the land use designation of less
than 3.5 units per gross acre.
2. The proposal is consistent with the zoning standards pertaining to non-conforming
lots in the San Tomas Area Neighborhood Plan.
3. The proposed project will aid in the harmonious development of the immediate area.
The applicant is hereby notified, as part of this application, that he/she is required to
meet the following conditions is in accordance with the ordinance of the City of
Campbell and the State of California. Additionally, the applicant is hereby notified that
he/she is required to comply with all applicable Codes or Ordinances of the City of
Campbell and the State of California that pertain to this development and are not herein
specified:

APPROVED PROJECT
1. Approved Project: This approval is for a reinstatement of a previous Site and
Architectural approval (S 95-12) allowing construction of a two-story single family
residence with the exception of a minor modification to allow a 196 square foot
addition to the previously approved plans on property located at 1270 Burrows Road.
Development shall substantially comply as shown on the drawings listed below,
exception as modified by conditions contained herein.
A. Project plans prepared by Ron Dick and Associates dated March 1997.
Previous Conditions: All previous conditions of approval as approved in Resolution
No. 2999 for S 95-12 shall remain in effect except as modified by conditions
contained herein.

Tree Removal: Any existing trees to be removed shall be replaced as required by the
City's Water Efficient Landscape (WELS) Guidelines. Removal of the 14" walnut
tree will require two 24" box trees; removal of the 8" plum tree will require one 24"
box tree.
4. Central Fire District:

Provide an access driveway with a paved all weather surface and a minimum
unobstructed width of 12 feet, vertical distance of 13 feet 6 inches, minimum
circulating turning radius of 36 feet outside and 23 feet inside, and a
maximum slope of 15%. Installations shall conform to the Fire Department
Standard Details and Specifications D-1.

Portions of the building are greater than 150 feet of travel distance along an
accessible travel path from an approved fire apparatus access roadway or
driveway. Provide an approved fire apparatus roadway/driveway and
approved turn-around or provide an approved type residential fire sprinkler
system throughout all portions of the building.
5. Public Works Department:
A. Provide grading and drainage plans for review and approval by the City prior
to issuance of a grading permit.
B. Design of improvement plans for storm water conveyance facilities shall be
based on a 10 year storm frequency.

C. Provide hydrology and hydraulic calculations as required by the City
Engineer.

Prior to issuance of any grading permit, applicant shall cause plans,
specifications, calculations, reports and designs for grading and drainage
improvements to be prepared and sealed by a Civil Engineer licensed in the
State of California and submitted to the City Engineer for approval.

Execute a deferred street improvement agreement and post security required
for installation of standard street improvements per the San Tomas
Neighborhood Plan. Improvements will include City standard driveway
approach.
F. Furnish current Preliminary Title Report.

Install electrical, telephone, and cable television facilities underground, in
accordance with the provisions of Chapter 20.36.150 of the Campbell
Municipal Code and as required by the City Engineer, prior to occupancy.
Submit a Utility Coordination Plan and Schedule for approval by the City
Engineer, for installation of electrical, gas, telephone, cable television, sewer,
water and storm drain improvements to minimize damage to City streets,
sidewalks and related facilities.
I. Install any water meter(s) and sewer cleanout(s) on private property adjacent
to the public right-of-way.

Comply with California Storm Water Best Management Practices Handbook,
prepared by Storm Water Quality Task Force, Santa Clara Valley Water
District.
K. Applicant shall coordinate construction with any City Capital Improvement
project on Burrows Road.
