BEING A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF CAMPBELL GRANTING A SITE AND
ARCHITECTURAL APPROVAL (S 97-15) TO ALLOW THE
CONSTRUCTION OF A NEW SINGLE-FAMILY HOME ON
PROPERTY LOCATED AT 1167 STEINWAY AVENUE IN AN
R-l-10 (SINGLE FAMILY RESIDENTIAL) ZONING DISTRICT.
APPLICATION OF JEFF AND DEANNE CARLSON. FILE NO. S
97-15.
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application S 97-15.
1. The proposed dwelling maintains substantial front and rear yard setbacks.
The proposed dwelling incorporates features encouraged in the San Tomas Area
Neighborhood Plan including a trellis element on the front elevation, a hip roof design,
and simple moldings around the windows.
The proposed project meets the development standards of the R-1-10 Zoning District and
the San Tomas Area Neighborhood Plan.
The development of the property will result in a density of 2.0 units per gross acre which
is consistent with the General Plan density of less than 3.5 units per gross acre shown for
this area.

The proposed addition of trees will contribute to the quality of the development and
enhance the neighborhood.
Based upon the foregoing findings of fact, the Planning Commission further finds and concludes
that:
1. The proposed project is consistent with the General Plan and zoning, and
2. The proposed project will aid in the harmonious development of the immediate area.
The applicant is hereby notified, as part of this application, that he/she is required to meet the
following conditions is in accordance with the ordinance of the City of Campbell and the State of
California. Additionally, the applicant is hereby notified that he/she is required to comply with
all applicable Codes or Ordinances of the City of Campbell and the State of California that
pertain to this development and are not herein specified:

Approved Project: Approval is granted for a Site and Architectural Review Permit
allowing a new single family residence on property located at 1167 Steinway Avenue.
Project approval shall substantially comply with project plans prepared by Cornerstone
Limited stamp dated July 16, 1997, except as modified by the Conditions of Approval
herein.
Driveway Modification: The applicant shall submit a revised site plan indicating a
tapered driveway that widens at the garage entrance only for review and approval of the
Community Development Department prior to issuance of the building permit.

Landscaping: Submit a landscaping plan indicating type and size of tree varieties,
planting details and irrigation system for new trees shown on the approved plans to the
Community Development Department prior to issuance of building permits.
A minimum of 10 trees are required for the development in accordance with the San
Tomas Area Neighborhood Plan.
Standard Street Improvements: Prior to issuance of any building permits for site, the
applicant shall cause plans for public improvements to be prepared, pay fees, post
securities and provide insurance necessary to obtain an encroachment permit for
construction of the improvements, as required by the City Engineer. The plans shall
include the following:
· Asphaltic concrete driveway approach.

Grading and Drainage Plan: Prior to issuance of any grading, drainage or building
permits for the site, the applicant shall conduct hydrology studies, as necessary, prepare
regular grading and drainage plans, and pay fees required to obtain necessary grading
permits as required by the Building Division. The plans shall comply with the 1994
edition of the UBC including Chapters 18 and 33.
Legal Lot: Provide evidence satisfactory to the City Engineer that property is one
legally created lot.

Completion of Public Street Improvements: Prior to issuance of occupancy for the site,
all public street improvements as required by the encroachment permit must be
completed and accepted by the City Engineer and the applicant must provide the one-
year maintenance security.

Storm Water Management
Comply with Califomia Storm Water Best Management Practices Handbook, prepared
by the Storm Water Quality Task Force, Santa Clara Valley Water District.
Underground Utilities: All new on-site utilities shall be installed underground per
Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings
or additions. Applicant shall comply with all plan submittals, permitting, and fee
requirements of the serving utility company.
Applicant shall submit a Utility Coordination Plan and Schedule for approval by the
City Engineer for installation of all utilities. The Plan shall minimize the damage to all
public facilities.

Water Meters and Sewer Cleanouts: The water meters and sewer cleanouts shall be
installed on private property behind the property line.
11.
Storm Drain Area Fee: Prior to issuance of any grading, drainage, or building permits
for the site, the applicant shall pay the storm drain area fee of $2,000 per acre or $1,030.
12.
Development Approval Expiration: The Site and Architectural approval for this project
is valid for a period of one year from the Planning Commission approval and expires on
July 22, 1998.
