CC Resolution 11146RESOLUTION NO. 11146 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT AN APPLICATION FOR TRANSPORTATION FOR LIVABLE COMMUNITIES (TLC) AND COMMUNITY DESIGN & TRANSPORTATION (CDT) FUNDS FOR THE CAMPBELL AVENUE PORTALS PROJECT WHEREAS, the Campbell Avenue Portals Project would construct portals/walkways through or behind the State Route 17 Underpass abutment walls; and WHEREAS, the preliminary cost estimate is $3,000,000 for the project; and WHEREAS, the Transportation for Livable Communities (TLC) grant program is a federally-funded program administered by the Metropolitan Transportation Commission to fund projects that encourage community-based transportation projects that bring vibrancy to downtown areas, commercial cores, neighborhoods, and transit corridors; and WHEREAS, the TLC grant provides a maximum $6 million per project and requires a minimum 20 percent local match; and WHEREAS, the Community Design & Transportation (CDT) capital grant program is a federally-funded program administered by the Valley Transportation Authority (VTA) to fund capital projects that enhance connections with transit facilities, improve the pedestrian environment, enhance economic vitality, and improve community connectivity and sense of place; and WHEREAS, the CDT grant requires a minimum $500,000 per project and requires a minimum 20 percent local match; and WHEREAS, VTA staff have raised the possibility that Local Streets and County Roads (LSCR) Program funds could be available to serve as local matching funds. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that the Public Works Director is hereby authorized to execute and file TLC and CDT grant applications for the amount of $3,000,000 for the Campbell Avenue Portals Project. BE IT FURTHER RESOLVED that should VTA's LSCR Program funds be unavailable, the City of Campbell will provide for the project a total of $600,000 in local matching funds for the TLC or CDT grant.
