CC Resolution 11198RESOLUTION NO. ~ i i ~~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL APPROVING AN AMENDMENT TO CITY COUNCIL POLICY 1.11 -APPROVAL OF CIVIC IMPROVEMENT PROJECTS WHEREAS, on August 7, 2007, the City Council approved the area between City Hall and the Orchard City Green Amphitheater as the site for the future Campbell Veterans Memorial; and WHEREAS, the Campbell Veterans Memorial Foundation (CVMF) will be responsible for the design and construction of the memorial; and WHEREAS, on December 8, 2008 the City Council approved the design of the Campbell Veterans Memorial; and WHEREAS, in order to raise awareness of the memorial project the CVMF would like to install a temporary sign at the location of the future memorial; and WHEREAS, a study session was held prior to the July 20, 2010 City Council Meeting to review a proposed amendment to existing Council Policy 1.11 -Approval of Civic Improvement Projects to allow temporary signage on City property for major civic improvement projects; and WHEREAS, the CVMF has requested authorization to install a temporary banner sign at the location of the future memorial for the remaining Summer Concert series on a~ "day-of' event basis until a temporary sign is approved. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell approves the attached amendment to City Council Policy 1.11 -Approval of Civic Improvement Projects, and approves the installation of a temporary banner sign at the location of the future memorial site for the remaining Summer Concert series on a "day-of" event basis. BE IT FURTHER RESOLVED, that the City Council accepts as a donation to the City the Campbell Veterans Memorial and associated signage. Baker, Vice Mayor Revised Council Policy 1.11 Approved by City Council July 20, 2010 1.11 Approval of Civic Improvement Projects: Civic and service organizations who express a desire to sponsor, finance, and/or construct a civic improvement project on public right-of-way or land shall obtain approval from the City Council subject to an investigation and report on the merits and potential problems inherent with its perpetual maintenance by City forces. Said Council approval shall include acceptance of the project, including any authorized project signage as further provided for below, as a donation to the City. Any project approved under this policy with an estimated construction cost of $100,000 or more shall be permitted to install one temporary sign of no greater than 32 square feet at, or immediately adjacent to, the site of the proposed improvement. The sign shall be limited to promotion or identification of the civic improvement project including recognition of major donors. Prior to installation of the temporary sign, the civic or service organization proposing the installation shall obtain a no fee encroachment permit from the Public Works Department for installation. The encroachment permit application shall include a dimensioned plot plan indicating the proposed sign location and any adjacent structures, driveways or other relevant features, and a scaled sign detail showing sign graphics, lettering, letter size, color, materials and proposed illumination, and any other information deemed necessary for review of the proposed installation. Any sign installed under this Policy shall be maintained free of graffiti and in good condition, and shall be fabricated, installed and maintained at no cost to the City. The encroachment permit shall provide for indemnification of the City, and shall stipulate the length of time for which the sign shall be installed, up to a maximum period of one year, with up to two annual extensions permissible, for a maximum of three years.
