PC Res 3047RESOLUTION NO. 3047 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMENDING APPROVAL OF A FREESTANDING EXPRESSWAY-ORIENTED SIGN IDENTIFYING THE CITY OF CAMPBELL AND ITS SERVICE ORGANIZATIONS TO BE LOCATED AT THE INTERSECTION OF LOS GATOS CREEK AND SAN TOMAS EXPRESSWAY IN A PF (PUBLIC FACILITIES) ZONING DISTRICT. APPLICATION OF MR. JIM FREE, ON BEHALF OF THE CAMPBELL KIWANIS. FILE NO. SA 96-39. After notification and public hearing, as specified by law, and after presentation by the Commllllity Development Director, proponents and opponents, the hearing was closed. At~er due consideration of all evidence presented, the Planning Commission did find as follows with respect to application SA 96-39 The sign proposal is consistent in area and size limitation of 40 square feet provided in the sign ordinance. The sign height and size of 32 square feet is the minimum necessary to achieve visibility t~om the expressway. 3. The sign will not be illuminated or animated The sign will provide a community service by identifying Campbell and its service organizations. The design of the sign complements the natural appearance of the Los Gatos Creek Trail. o The sign is so located that it does not create pedestrian or vehicular visibility problems. Based upon the foregoing findings of fact, the Planning Commission concludes that: 1. The sign design is compatible with its surroundings. Planning Commission Resolution No. 3047 SA 96-39 - Mr. Jim Free - Service Organization Sign Page 2 o The size and location of the sign is in the best interest of the community's welfare, persons in the neighborhood or the City at a whole. The sign proposal will preserve and improve the visual quality of the City. The proposal will promote the economic and civic vitality of the City by identifying the community. The proposed sign location adjacent to the expressway is necessary to provide a community wide identification. The proposal will not create a hazard to pedestrians or motorists. Further, the applicants are notified as part of this application that they are required to comply with all applicable Codes and Ordinances of the City of Campbell and the State of California which pertain to this application and are not herein specified. And, that this approval is granted subject to the following Conditions of Approval. Approved Project: Approval is granted for a service club sign to replace an existing sign located San Tomas Expressway and Los Gatos Creek. The sign shall comply with project plans prepared by Progressive Design Associates except as modified by the Conditions of Approval herein. Sign Approval Expiration: The Sign approval (SA96-39) is valid for a period of one year from the City Council approval. All conditions of approval specified herein must be completed within one year from the date of approval or the permit shall be void. o Building Division Requirements: Applicant shall comply with all Building Code requirements and obtain necessary permits as determined by the Building Division. Santa Clara Valley Water District: Prior to sign construction applicant to obtain permit from S. C. V. W. D. for work in its right ofway. Planning Commission Resolution No. 3047 SA 96-39 - Mr. Jim Free - Service Organization Sign Page 3 Public Works Department Requirements: The applicant shall, prior to issuance of any building permits for the site, sign the City's standard secured deferred improvement agreement and provide security as approved by the City Engineer. The agreement will provide that the applicant or successor in interest will construct City standard street improvements for the subject property when notified by the City Engineer pursuant to said agreements. Revised Plan: Prior to construction, applicant to submit a revised plan for the Community Development Director's approval, addressing the following modifications: A. Provision of a decomposed granite surface material around the base of the sign. B. Sign area to be surface with a vandal resistant plastic material. C. The upper portion of the sign to read 'Welcome to Campbell' and to incorporate the City logo and shall not exceed 40 square feet. D. No illumination shall be provided. E. Specific sign colors and or stains to be provided. Maintenance: The applicant is responsible for maintaining the sign free of graffiti and to ensure its maintenance, consistent with the approved plan.
