PC Res 3050RESOLUTION NO. 3050 BEING A RESOLUTION OF THE PLANNING COMMISSION OF TIlE CITY OF CAMPBELL GRANTING A SITE AND ARCHITECTURAL APPROVAL TO ALLOW A NEW SINGLE FAMILY DWELLING TO BE LOCATED AT 1105 HARRIET AVENUE IN AN R-l-9 (SINGLE FAMILY RESIDENTIAL ZONING DISTRICT. APPLICATION OF MR. SCOTT ANTES. FILE NO. S 96-11. After notification and public hearing, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application S 96-11: 1. The proposed dwelling is well designed and is architecturally compatible with the surrounding area by featuring architectural enhancements such as a porch element and decorative windows styles. The proposed project meets the development standards of the R-l-9 Zoning District and the San Tomas Area Neighborhood Plan. The development of the property will result in a density of 2.0 units per gross acre which is consistent with the General Plan density of less than 4.5 units per gross acre shown for this area. The proposed landscaping and addition of trees along the frontage of the property will contribute to the quality of the development and enhance the neighborhood. Based upon the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. The proposed project is consistent with the General Plan and zoning, and The proposed project will aid in the harmonious development of the immediate area. Further, the applicants are notified as part of this application that they are required to comply with all applicable Codes and Ordinances of the City of Campbell and the State of California which pertain to this application and are not herein specified. And, that this approval is granted subject to the following Conditions of Approval. Planning Commission Resolution No. 3050 S 96-11 - 1105 Harriet Avenue - Scott Antes Page 2 Approved Project: Approval is granted for a Site and Architectural Review Permit allowing a new single family residence on property located at 1105 Harriet Avenue. Project approval shall substantially comply with project plans prepared by Daryl Fazekas dated 7/6/96, except as modified by the Conditions of Approval herein. Revised Elevations: Submit revised plans indicating the projection or cantilever of the windows under the gable elements on the north elevation of the living area for review and approval by the Community Development Department prior to the issuance of building permits. Landscaping: Submit a landscaping plan indicating type and size of plant material, planting details and irrigation system for the front yard area to the Community Development Department prior to issuance of building permits. (Planning) Storm Drain Area Fee: Prior to issuance of building permits, pay a storm drainage area fee of $2,000 per acre. Dedication: Prior to issuance of building permits, the applicant shall grant the City of Campbell sufficient right-of-way to provide for 30' of right-of-way from the center line. Encroachment Permit: Applicant shall apply for a no fee encroachment permit prior to construction of the driveway approach and other improvements in the public right-of-way. Fire Department Requirements: Access to Buildings; Portions of the building greater that 150 feet of travel distance from a fire apparatus roadway shall be provided with an approved residential fire sprinkler system throughout all portions of the building. Access to Hydrants; Portions of the building greater than 150 feet of travel distance from the centedine of the roadway containing public fire hydrants shall provide an on-site fire hydrant or an approved residential fire sprinkler system throughout all portions of the building. Development Approval Expiration: The Site and Architectural approval for this project is valid for a period of one year from the Planning Commission approval and expires on October 8, 1997.
