A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL APPROVING THE
FEASIBILTY REPORT AND CONCEPTUAL DESIGN FOR THE
EAST CAMPBELL AVENUE PORTAL PROJECT (10-CC)
WHEREAS, In May of 2007, the City Council approved the East Campbell Avenue (ECA) Master
Plan; and
WHEREAS, this plan included recommended public improvements including the construction of
"pedestrian portals" through the existing abutments of the Hwy 17 overpass; and
WHEREAS, on December 8, 2008 City Council authorized staff to apply to the Valley
Transportation Authority (VTA) for a Community Design and Transportation (CDT) Planning Grant
to assist the City in the preparation of a feasibility study for the East Campbell Avenue (ECA) Portal
Project; and
WHEREAS, a CDT grant of $75,000 was awarded to the City of Campbell for the feasibility report,
requiring the City to allocate an additional $18,750 from the City's Redevelopment Agency Bond
Proceeds; and
WHEREAS, the ECA Portal Project 10-CC was included in the FY 2010-2014 CIP for this initial
feasibility phase; and
WHEREAS, on November 3, 2009, the City Council authorized the Public Works Director to issue a
request for proposals and retain a consultant for the ECA Portal Feasibility Study; and
WHEREAS, following the consultant selection process, the firm of Biggs, Cardoza, and Associates
(BCA) was selected as the most qualified consultant to prepare the Feasibility Report for the ECA
Portal Project; and
WHEREAS, the Feasibility Report has been completed with input from City and Caltrans staff; and
WHEREAS, staff has recommended alternatives identified in the Feasibility Report which define the
proposed conceptual design.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
approves the East Campbell Avenue Feasibility Report as prepared by Biggs, Cardoza and
Associates and approves the conceptual design as outlined by staff.
