RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CAMPBELL COMMENDING AGENT KELLY BYBEE
ON HIS 30 YEARS OF SERVICE TO THE CITY OF CAMPBELL
WHEREAS, Agent Kelly Bybee began his career with the City of Campbell as a Police Reserve Officer
in August 1979; and
WHEREAS, Agent Kelly Bybee was hired as a Police Officer on July 28, 1980, and was promoted to
Police Agent on Oct. 5, 1987, serving 23 years in such position; and
WHEREAS, Agent Kelly Bybee has dutifully served the citizens of the City of Campbell for more than
thirty years, one of only 4 Police Officers to ever do so; and
WHEREAS, Agent Kelly Bybee has performed honorably in several special assignments including Bike
Patrol, Photo-video Team leader (PVT), Special Weapons and Tactics (SWAT), Field Training Officer
(FTO), Crime Scene Response Team Coordinator (CSRT) and Robbery/Burglary/Assault Investigator;
and
WHEREAS, Agent Kelly Bybee has performed successfully as the Department's Forensic Sketch Artist,
wherein investigators have identified suspects through his composite drawings; and
WHEREAS, Agent Kelly Bybee competently instructed Police Recruit Officers at the Police Academy,
including the investigation of Homicide/Suicide/SIDS, Crime Scene and Evidence Collection; and
Vehicle Operation; and
WHEREAS, Agent Kelly Bybee's calm and controlled demeanor when performing his job has aided
immensely in the duties of Police Agent; and
WHEREAS, Agent Kelly Bybee received the Department's highest award, The Medal of Honor, Nov.
1994, for an act constituting an immediate danger to himself by rescuing an unconscious citizen from his
burning home.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby
express its appreciation to Agent Kelly Bybee for thirty years of loyal and dedicated service and offers its
best wishes for a fulfilling retirement.
