BEING A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF CAMPBELL
APPROVING A CONDITIONAL USE PERMIT TO
ALLOW AN INSTRUCTIONAL SCHOOL OF
THERAPEUTIC MASSAGE ON PROPERTY
LOCATED AT 2235 S. WINCHESTER BOULEVARD
IN A C-2-S (GENERAL COMMERCIAL) ZONING
DISTRICT. APPLICATION OF MS. VIRGINIA
HENDRICKS, ON BEHALF OF WESTERN COLLEGE
OF THERAPEUTIC MASSAGE. FILE NO. UP 95-02.
After notification and Public Hearing as specified by law on the
application of Ms. Virginia Hendricks, on behalf of Western College of
Therapeutic Massage, to approve a Conditional Use Permit allowing an
instructional school of therapeutic massage on property located at 2235 S.
Winchester Boulevard, and after presentation by the Planning Director,
proponents and opponents, the hearing was dosed.
After due consideration of all evidence presented, the Planning
Commission did find as follows with respect to File No. UP 95-02:
That the proposal to establish an instructional school of therapeutic
massage is consistent with the General Plan and Zoning District
which permits commercial land uses.
The existing parking adequately addresses the parking needs of the
facility with the utilization of shared parking facilities in the
commercial center.

The proposed instructional school of therapeutic massage is
compatible with the existing uses in the commercial center.
The proposed hours of operation and operational characteristics are
restricted such that the proposed use is compatible with the
surrounding land uses.
Therefore, the Planning Commission, hereby, also finds in conclusion
that:

The establishment, maintenance, or operation of the use applied for
will not be detrimental to the health, safety, peace, morals, comfort
or general welfare of persons residing or working in the
neighborhood of such proposed use, or be detrimental or injurious
to property and improvements in the neighborhood or to the
general welfare of the City.

The proposed site is adequate in size and shape to accommodate the
said uses with uses in the surrounding area.

The proposed site is adequately served by streets of sufficient capacity
to carry the kind and quantity of traffic such use would generate;
4. The proposed use is compatible with the uses in the area.
Further, the applicant is notified as part of this application that he/she is
required to meet the following conditions in accordance with the
Ordinances of the City of Campbell and the State of California. The lead
department with which the applicant will work is identified on each
condition. Additionally, the applicant is hereby notified that he/she is
required to comply with all applicable Codes or Ordinances of the City of
Campbell and the State of California that pertain to this development
and are not herein spedfied.
Approved Project: Approval is granted for a 750 square foot tenant
space in an existing building located at 2231 S. Winchester
Boulevard for the Western College of Therapeutic Massage . The
proposed business shall substantially comply with the applicant's
description and the following Conditions of Approval.
Permitted Use: Instructional massage therapy for certification
program. Massage therapy for the purposes of instruction in
beginning and advanced massage therapy only shall be
performed by students on volunteers free of charge. Retail
sales of equipment and supplies related to the field of massage
therapy is permitted.

Hours of Operation: Hours of operation are 9 a.m. To 10 p.m.
Monday through Friday,. Advanced workshops may be held on
Saturdays and Sundays from 9:00 a.m. to 6:00 p.m. for a
maximum of two weekends per month, and shall be limited to
advanced courses in therapeutic massage.

Average Class Size: Classes average three to six students. A
maximum of 16 students per class is permitted.
D. Classes Per Day: Up to two classes per day may be offered within
the hours indicated.
Student Requirements: Minimum age requirement of students
is 18 years of age.

Purpose of Instruction: Certificate of Completion program
consisting of 100 hours of instruction, and weekend workshops
for advanced classes in therapeutic massage consistent with
requirements of the State of California

Prohibited Use: Massage therapy to outside clientele, including
but not limited to non-students or non-employees, under any
circumstances is prohibited.
H. Instructors: The applicant, Virginia Hendricks, or applicant's
designated qualified instructor.
Landscaping: Applicant or owner to maintain and/or replace any
on-site landscaping in poor condition.
Grading & Drainage: Applicant and owner to repair on-site grading
and drainage system that is not functioning properly. Repair of
system is subject to review and approval by the Public Works
Department.
Trash Enclosure: Owner or applicant to construct a trash enclosure
per City standards.

Signage: Applicant to submit a sign application for all new signage
prior to installation, and is subject to review and approval by the
Community Development Department.
Maintenance of Signs: Any signs currently in disrepair shall be
repaired by the property owner.
