A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE SOLICITATION OF PROPOSALS
FOR AN AUDIOVISUAL BROADCASTING SYSTEM FOR
THE ORCHARD CITY BANQUET HALL AND
CAMPBELL HERITAGE THEATRE
WHEREAS, renovation of the Orchard City Banquet Hall has long been a priority
of the City of Campbell; and
WHEREAS, as the project has progressed, staff has continued to look for ways in
which to add value to the project in order to meet the future needs of the City; and
WHEREAS, webcasting has become an increasingly popular vehicle by which to
engage and educate the community on civic affairs; and
WHEREAS, the ability to record and broadcast activities from City facilities is a
feature that may interest many of the rental clients for both the OCBH as well as at the
Campbell Heritage Theatre; and
WHEREAS, the design and installation of an audio/visual broadcasting system
that would facilitate webcasting and broadcasting from the OCBH as well as the
Campbell Heritage Theatre and will significantly add value to these facilities; and
WHEREAS, this expanded scope of work cannot be supported within the existing
budget; and
WHEREAS, grant funds provided by Comcast are available as part of the
existing franchise with the City to support a project of this nature; and
WHEREAS, a public competitive bid process would not result in the most
beneficial means to complete this project due to the technological nature of the work,
including the need to consider component design, system reliability, warranties and
service; and
WHEREAS, quality, availability and performance of the project along with
delivery and installation, post-sale service, maintenance and reliability are primary
considerations and overriding in relation to price.
NOW, THEREFORE, BE IT RESOLVED that based on the foregoing, the City
Council further finds and concludes that:
1. The nature of the subject of the contract is such that competitive
proposals would be unavailing or would not produce an advantage, and
the advertisement for competitive bid would thus be undesirable,
impractical, or impossible.
2. Competitive proposals would work

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City Council of the
City of Campbell authorizes the solicitation of proposals for audio/visual broadcasting
systems at the Orchard City Banquet Hall and Campbell Heritage Theatre and
authorizes the Public Works Director to negotiate and award a contract to the most
qualified proposer for an amount not to exceed $90,000, plus a contingency of $9,000
for a total amount of not to exceed $99,000.
