A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING A BUDGET ADJUSTMENT AND AUTHORIZING ISSUANCE OF A
REQUEST FOR PROPOSALS FOR CONSULTANT SERVICES FOR THE
WINCHESTER BOULEVARD PHASE II IMPROVEMENT PROJECT
WHEREAS, the Campbell City Council approved the Winchester Boulevard Master Plan
in February 2009 providing development guidelines and public improvement
recommendations for transforming this important gateway street into a more vibrant
mixed-used pedestrian friendly corridor; and
WHEREAS, the City of Campbell received grant funding for Phase I Winchester
Boulevard Improvements which will shortly be constructed; and
WHEREAS, the Phase I Winchester Boulevard Improvements are located wholly within
the boundaries of the Central Campbell Redevelopment Project Area; and
WHEREAS, the City of Campbell has been awarded a $1.5 million VTA CDT grant for
Phase II Winchester Boulevard Improvements; and
WHEREAS, the Phase II improvements are an integral component of the Winchester
Boulevard Master Plan; will be physically connected to the Phase I Improvements; and
will provide direct and primary benefits to the Campbell Redevelopment Project Area;
and
WHEREAS, the VTA grant requires a local match of $500,000; and
WHEREAS, RDA and City Capital Improvement Reserve funds are available from the
City's Street Maintenance project for use as the required matching funds; and
WHEREAS, land surveying consultant services are needed for obtaining an accurate
survey of the existing topography and utility locations in the project corridor; and
NOW, THEREFORE, BE IT RESOLVED that the Campbell City Council approves the
attached budget adjustment allocating $500,000 from the City's Street Maintenance
fund balance to the Winchester Boulevard Phase II Improvement Project as a required
local match, and
BE IT FURTHER RESOLVED that the Public Works Director is hereby authorized to
issue a Request for Proposals for land surveying consultant services and to execute an
agreement with the most qualified respondent to the Request for Proposals for the
Winchester Boulevard Phase II Improvement Project (CIP No. 11-FF).
