BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL RECOMMENDING APPROVAL OF A
GENERAL PLAN AMENDMENT (PLN2010-160) TO THE LAND
USE ELEMENT OF THE GENERAL PLAN FROM PROFESSIONAL
OFFICE TO LOW-MEDIUM DENSITY RESIDENTIAL FOR
PROPERTY LOCATED AT 700 GALE DRIVE.
After notification and public hearing, as specified by law and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as
follows with respect to application PLN2010-160:
Environmental Finding
1. A Mitigated Negative Declaration has been prepared for this project concluding that
there are no significant unmitigated impacts associated with this project, pursuant to
the California Environmental Quality Act (CEQA).
Evidentiary Findings
2. This proposed General Plan Amendment covers a 1.89 gross acre area.
3. The project site is currently developed with an underutilized 58,000 square foot, two-
story professional office building constructed in approximately 1973 on a parcel
located on the south side of Gale Drive, between San Tomas Expressway and
Darryl Drive with a P-O (Professional Office) zoning designation. The property
borders commercial uses to the north, residential uses to the west and south, and
the expressway to the east.
4. The proposed amendment will allow the development of this lot to continue as a
transition between commercial developments and existing standard residential
developments.
5. The proposed land use designation of Low-Medium Density Residential (6-13 units
per gross acre) continues the existing land use pattern found in the surrounding
neighborhood resulting in a more desirable environment and use of the land than
would also be allowed within the proposed General Plan Land Use Designation.
6. The development will be compatible with the General Plan of the City and will aid in
the harmonious development of the immediate area.
7. The proposed land use amendment is consistent with other General Plan Elements
as follows:
a. The residential designation allows the creation of additional housing opportunities
and furthers the objectives of the Housing Element by diversifying available
housing opportunities.

b. The intensity of development is supported by the existing circulation system and
is consistent with the Circulation Element.
c. The project site is so situated that it is located within ahalf-mile of open space,
parks, and recreational facilities furthering the Open Space goals of the
community.
Based upon the foregoing findings of fact, the Planning Commission further finds and
concludes that:
1. The proposed amendment is internally consistent with the goals, policies, and
actions of the General Plan.
2. The proposed General Plan Land Use Designation change will not be detrimental to
the health, safety or welfare of the neighborhood or the City as a whole.
3. The parcel is physically suitable (including absence of physical constraints, access,
compatibility with adjoining land uses and provision of utilities) for the requested
development.
4. No substantial evidence has been presented from which a reasonable argument
could be made that shows that the project, as currently presented and subject to the
required Conditions of Approval, will have a significant adverse impact on the
environment.
THEREFORE, BE IT RESOLVED that the Planning Commission recommends approval
of a General Plan Amendment (PLN2010-160) to the Land Use Element of the General
Plan from Professional Office to Low-Medium Density Residential for property located at
700 Gale Drive in a P-D (Planned Development) Zoning District.
