BEING A RESOLUTION OF THE CITY OF CAMPBELL
AUTHORIZING THE SUBMITTAL OF PROPOSALS FOR NON-
COMPETITIVE FUNDS FROM SANTA CLARA COUNTY
UNDER THE FEDERAL HOUSING AND COMMUNITY
DEVELOPMENT ACT FOR FISCAL YEARS 2011-2012. &
2012-2013
WHEREAS, the City is operating under a three year Joint Powers Agreement with
Santa Clara County to form an Urban County under the Housing and Community Act;
and
WHEREAS, the City Council and Civic Improvement Commission held public hearings
on expenditures of monies under the Community Development Act; and
WHEREAS, the City Council finds and determines that the attached proposals
represent the community development needs in Campbell.
NOW, THEREFORE, BE IT RESOLVED that staff is hereby authorized to submit a
proposal for the expenditure of 2011-2012 CDBG funds and 2012-2013 CDBG funds in
the amount of $130,616 for fiscal year 2011-2012 for the following projects:
EHC -Emergency Housing for Campbell homeless $ 5,850.00
InnVision -shelter for Campbell homeless 5,850.00
Next Door, Solutions to Domestic Violence 5,850.00
Senior Adult Legal Services -free legal counseling 5,150.00
YWCA Silicon Valley -shelter/counseling 5,850.00
CDBG Public Services $28,550.00
Housing Rehabilitation Support Services 28,372.00
Targeted Code Enforcement 44,460.00
Rebuilding Together Silicon Valley 20,070.00
Campbell Rehabilitation Loan Program 9,164.00
CDBG Non-Public Services $102,066.00
Total CDBG Funding $130,616.00
BE IT FURTHER RESOLVED that the City Council hereby designates the City Manager
or his assignee to assume the overall responsibility for the progress and execution of
this Contract and that Sharon Teeter serve as the City's CDBG Program Coordinator.
BE IF FURTHER RESOLVED In the event HUD decreases the allocation by 7.5%, the
cut will be taken from the carryover project of $9,164 and $602 from Rebuilding
Together.
BE IT FURTHER RESOLVED in the event that HUD decreases the allocation by 25%,
the cut will be taken as shown in Option 3 on the CDBG 2011-2012 Summary Funding
Chart shown on Attachment 2.
BE IT FURTHER RESOLVED in the event that HUD decreases the allocation by any
other amount, greater than 7.5%, the cuts will be taken in proportion to the 25% option.
