CC Resolution 11279RESOLUTION NO~ 11279 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL COMMENDING ROBERT KASS FOR TWENTY-THREE YEARS OF SERVICE WHEREAS, Bob Kass was hired by the City of Campbell on July 4, 1988 as its first Redevelopment Director where his first accomplishments included procuring a computer for his office and a fax machine for City Hall; and WHEREAS, Bob's thirst for accomplishment did not stop there as he continued to take on tasks such as helping to bring Home Depot and Fry's Electronics to Campbell, revitalizing the City's Historic Downtown through the Downtown Streetscape Project, and relocating the Ainsley House from San Jose to the Orchard City Green; and WHEREAS, Bob became the Public Works Director in June of 1993 and has been an inspiring leader and director of the City's Traffic Engineering, Land Development, Design and Construction, and Parks, Streets, Facilities, and Fleet Maintenance Operations; and WHEREAS, Bob was instrumental in overseeing the design and construction of numerous Public Works projects including the reconstruction of Burrows Road, Westmont Avenue; the construction of Jack Fischer, Edith Morley and Ainsley Parks, the construction of the Downtown Parking Structure, the renovation of Campbell, Virginia, Gomes and John D. Morgan Parks and the Community Center, the renovation of the Heritage Theatre and Orchard City Banquet Hall, the undergrounding of utilities and streetscape improvements on East Campbell Avenue, the design of Stojanovich Family Park, numerous master planning and feasibility studies, multiple pavement maintenance, traffic, pedestrian and bicycle related improvement projects, and perhaps his signature project the Community Center's two three wall outdoor handball courts; and WHEREAS, the efforts and involvement of Bob with the VTA resulted in the extension of the light rail line beyond Downtown Campbell to the Winchester Boulevard Station, and the construction of the glass elevator and historic station elements at the Campbell light rail stations; and WHEREAS, Bob has developed and implemented a Public Art Program for the City of Campbell and has been involved in the artist selection process for the City's current collection of public art; and WHEREAS, Bob, is a global thinker, as is evidenced in his participation with the International City/County Managers Association (ICMA) in donating used equipment and vehicles to the volunteer firefighters of the City of Rio Verde, Mexico and also in his role as Chairman of the American Public Works Association International Affairs Committee. WHEREAS, Bob has spearheaded the Zero Litter Initiative, in an effort to rid the community's freeways of trash and litter, and has been an avid supporter and protector of the City's urban forest and has been instrumental in the City's annual designation as a "Tree City USA"; and WHEREAS, Bob has not only performed and entertained at more retirement parties than any other employee at City Hall, his sense of humor, quick wit, and caring personality has provided those who have worked with him a daily dose of smiles which will be sincerely missed. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby expresses its appreciation to Robert Kass for twenty-three years of loyal and dedicated service in making significant contributions to the physical growth and improvement of the Campbell community and offers best wishes for a fulfilling retirement.
