PC Res 4037RESOLUTION NO. 4037 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMENDING APPROVAL OF PRE-ZONING MAP CLASSIFICATIONS FOR THE CAMBRIAN NO. 36 COUNTY POCKET AND THE CENTRAL PARK NEIGHBORHOOD DETACHMENT CURRENTLY LOCATED WITHIN THE CITY OF SAN JOSE AND BOTH PROOPSED FOR ANNEXATION INTO THE CITY OF CAMPBELL. FILE NO.: PLN2011-267 After notification and public hearing, as specified by law and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission recommends that the City Council approve Pre-Zoning Map Classifications of: • C-2 (General Commercial) for non-residential properties located along Camden Avenue; • C-1 (Neighborhood Commercial) for non-residential properties located at the intersection of Union and Bascom Avenues; • R-1-8 (Single-Family Residential, 8,000 square foot minimum lot size) for residential properties located within the Cambrian No. 36 County pocket; • R-1-6 (Single-Family Residential, 6,000 square foot minimum lot size) for residential properties located within the Central Park detachment neighborhood; and • PF/OS (Public Facilities/Open Space) for the Water District property fronting McGlincy Lane, within the detachment neighborhood. The Planning Commission finds as follows: 1. The subject properties are located within the unincorporated areas of the Cambrian No. 36 County pocket and the incorporated lands of the City of San Jose commonly known as the Central Park neighborhood. 2. The City of Campbell City Council has reached agreement with the City of San Jose and the County of Santa Clara to annex this territory. 3. These neighborhoods, although not within the City's Sphere of Influence or Urban Service Area, will achieve logical City boundary lines through the ultimate annexation of said territory. 4. The proposed Pre-Zoning District classifications will achieve consistency with the City's policies and the existing development pattern of the neighborhoods. The proposed Pre-Zoning District classifications will not be detrimental to the public interest, health, safety, convenience, or general welfare of the City. 2. The proposed amendment is internally consistent with the goals, policies, and actions of the General Plan. 3. No substantial evidence has been presented from which a reasonable argument could be made that shows that the project, as currently presented and subject to the required conditions of approval, will have a significant adverse impact on the environment. 4. The recommended pre-zoning classifications are identified on the attached map (Exhibit A).
