CC Resolution 11343RESOLUTION NO. 11343 RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, The City Manager is required by Section 2.12.030 of the Campbell Municipal code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council may, from time to time, by resolution, change the compensation of employees of said City, and may, by resolution, adopt salary and wage scales; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. Baker, ayor Attach A CITY OF CAMPBELL RECREATION SERVICES MANAGER DEFINITION Under administrative direction of the Recreation and Community Services Director, participates in the evaluation, development and administration of recreation and community services programs; implements, supervises and conducts classes and activities; coordinates use of school, city and community facilities for recreation and community services programs; oversees the maintenance of assigned recreational and community center facilities; assists in the development of departmental policies, administrative planning and problem resolution. This class differs from the Recreation Supervisor class in that the Recreation Services Manager is responsible for performing more varied and complex tasks associated with multiple programs and facility management and will act as Recreation and Community Services Director in the Director's absence. TYPICAL DUTIES Plans, develops, organizes and supervises various recreational and community service activities for participants from pre-school to advanced age groups; oversees activities oriented to the use of a particular kind of facility, such as a municipal swimming pool, camp, community center, skate park, museum or performing arts theatre; monitors and evaluates effectiveness of programs and makes recommendations regarding improved services or new programs. Coordinates the use of assigned recreation facilities; arranges for and schedules use of other facilities and equipment; supervises the maintenance of and accounting for City's recreation equipment and materials; inspects program facilities, schedules repairs, and recommends improvements when needed. Oversees the recruitment, hiring, training, supervision and evaluation of temporary recreation personnel, contract employees and volunteers; supervises and evaluates full time City staff; supervises and coordinates office services. Provides recommendations on department's budgetary needs; develops program budget as assigned and approves expenditures; supervises the collection and accounting of monies, assists in developing and implementing the department's resource development strategies. Conducts program planning and implementation meetings to ensure maintenance of health, safety, and service standards; participates in development of long range plans and objectives for Department; provides recommendations concerning construction plans for recreational facilities. Supervises and manages the work of other Department staff as assigned. Maintains records and prepares reports; prepares news releases, literature and brochures. Organizes and supervises the Department's community outreach and media relations program including the administration and maintenance of the Department's inter and Intranet sites. Represents the City on local and regional recreation boards; provides staff support to various City/Community commissions & committees as assigned; acts as Recreation and Community Services Director in the Director's absence. EMPLOYMENT STANDARDS Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years of increasingly responsible recreation experience including at least two (2) years of supervisory experience. Education: Bachelor's Degree from an accredited college or university, preferably with major course work in recreation, public/business administration, social services or other related field. Knowledge of: Principles and practices of public administration and supervision; knowledge of trends and principles of recreation and community services program development, operation and evaluation; budget preparation and administration including grant development and administration; occupational hazards and related safety precautions necessary for protection of employees and general public in aquatics, senior, or specialized or general recreation Ability to: Develop, administer and evaluate a variety of recreation, social and community service programs; plan, organize, coordinate, supervise and direct the activities of personnel and volunteers involved in conducting recreation or community service programs; develop and implement effective community outreach strategies; establish and maintain effective working relationships with employees, community organizations and the public; perform supervisory tasks including training of employees, and planning, directing and evaluating employee performance; bend, stoop, reach, carry, crawl, climb and lift as necessary to perform assigned responsibilities; maintain confidentiality regarding sensitive employee/resident information; operate computer programs related to job duties and assignments; express oneself clearly and concisely, both orally and in writing. DISCUSSION In December 2008, the Community Center Manager, Linda Klemczak, was appointed as the Recreation and Community Services Director. Natasha Bissell was assigned as the Acting Community Center Manager pending a review of the department's organizational structure and job responsibilities. As part of the initial transition plan, several responsibilities previously assigned to the Community Center Manager position were re-directed to other City departments or other Recreation and Community Services personnel. These included things such as oversight of building maintenance, special events, community center leasing, daily facility operations, and department safety issues. Upon the appointment of the new Recreation and Community Services Director in October 2010, further analysis of the Community Center Manager classification was conducted. Additional responsibilities were added to the position including developing and monitoring the department's budget, directing the department's marketing efforts as well as greater support to the Friends of the Campbell Heritage Theatre and the Campbell Historical Museum Board. Based on these changes it is recommended that the classification of Community Center Manager be abolished and a new classification of Recreation Services Manager be approved. The aforementioned changes are reflected in the proposed class specification of Recreation Services Manager. The proposed class specification reflects the varied responsibility of the position and is consistent with like positions in other surrounding communities. Attachment A is the proposed class specification. Attachment B is the resolution that proposes this change, along with the salary range being recommended for this position. A recruitment will be conducted shortly after Council's consideration of this item. FISCAL IMPACT The top step of the salary range will be $9634 per month which was determined based on market salary data of comparable positions from the City's survey cities. Sufficient funding
