RESOLUTION NO. 9551
A RESOLUTION AMENDING THE
CLASSIFICATION AND SALARY PLAN
WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell
Municipal Code to prepare and submit to the City Council recommendations for the
reorganization of offices, departments, and positions which are considered to be in the best
interest of efficient, effective and economical conduct of the municipal services provided by
the City; and
WHEREAS, a review has been conducted; and
WHEREAS, an amendment to the current Classification and Salary Plan is needed to
meet the requirements of Municipal Code Section 2.12.030.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
does hereby approve the new job description of Land Development/Environmental Program
Manager (Exhibit A), the revised job description of Associate Civil Engineer (Exhibit B),
reclassification of the Environmental Program Manager to Land Development/Environmental
Program Manager, reclassification of the Administrative Aide position to Administrative
Analyst I, and the designation of the Administrative Analyst I and Associate Civil Engineer as
Non-management classifications.

LAND DEVELOPMENT/ENVIRONMENTAL PROGRAM MANAGER
DEFINITION
Under general direction, manages the Land Development and Environmental Program Sections of the
Public Works Department including review of private land development proposals and specialized
professional planning, development and implementation of programs to preserve and enhance the quality
of the environment within the community.
TYPICAL DUTIES
Plans, organizes and manages department environmental programs; responsible for solid waste
management and storm water management programs; assists with congestion management, hazardous
materials and other related programs; develops and implements strategic plans for reducing solid waste
landfilled; manages and negotiates landfill disposal, solid waste collection and recycling contracts;
represents City on multi-agency rate review committee, and before West Valley Solid Waste JPA, assists
in direction of program staff; develops and processes grant applications; supervises and reviews the work
of consultants assisting in the evaluation of contractor performance and rate reviews; acts as a liaison with
private industry, consultants, local, state and federal agencies and the public; negotiates and administers
contractual agreements between the City and other agencies for environmental program services in the
areas of solid waste and storm water management; plans, manages, and supervises the activities of the
Land Development section of the Engineering Division; has lead responsibility for review of complex
development projects and coordinates the section's work with other City departments, developers, and
other organizations; makes presentations to the City Council, Commissions and at other public meetings
on solid waste and storm water management issues; develops, prepares and administers program budgets;
and performs other duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to graduation from a recognized college or university with a
degree in engineering, environmental studies, public administration or a
related field, plus four years of increasingly responsible professional
experience in managing environmental programs and/or land development
serVIces.
Knowledge of:
Principles and practices of civil engineering, land development laws and
processes, solid waste collection, disposal, resource recovery and
recycling methods and systems; principles of storm water collection,
pollution control, pretreatment and disposal; local, state and federal
legislation, regulation and judicial issue decisions concerning waste
management, storm water management and related environmental
programs; principles and practices of public administration; program
planning and implementation; public sector budget preparation and
implementation; state and federal grant programs; principles and practices
of supervision.

DEFINITION
Under general direction perform difficult civil and/or traffic engineering work in the review,
development, design, construction and maintenance of a variety of municipal and private development
projects,
TYPICAL DUTIES
Directs project planning and development studies; performs independent research on engineering
problems requiring considerable knowledge of engineering science and practice; organizes and
implements public information programs; may supervise personnel and other resources of the section;
assists in developing policies for the department; develops, designs, estimates, coordinates and
administers major public works projects; develops, directs and reviews standards for design of public
works facilities including streets, storm drains, roadway structures, traffic safety and control devices,
and recreational facilities; administers, reviews and accomplishes environmental impact analysis for
city projects and private development; accomplishes and oversees the review and checking of private
land development proposals, plans, maps and calculations; collects and maintains appropriate data,
schedules and records; prepares budget proposals; may assist in the training and development of
lower level engineers, technicians, and assistants; and performs other related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Bachelor's degree in Civil Engineering plus three years professional
civil engineering experience, and registration as a professional civil
engmeer.
Knowledge of:

and local regulatory codes and ordinances; applications of
microcomputers for civil construction engineering; recent
developments and current literature regarding civil engineering,
planning and roadway and public facilities design.
