BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL, APPROVING A CONDITIONAL USE
PERMIT TO ALLOW THE USE OF THE CHURCH LOCATED AT
1675 S. WINCHESTER BOULEVARD IN A PF (PUBLIC FACILITY)
ZONING DISTRICT FOR A ROTATING HOMELESS SHELTER
ACCOMMODATING A MAXIMUM OF FIFTEEN PERSONS FOR
ONE MONTH EACH YEAR. APPLICATION OF FIRST UNITED
METHODIST CHURCH OF CAMPBELL. FILE NO. UP 95-23.
After notification and Public Hearing as specified by law to approve a
Conditional Use Permit, and after presentation by the Community
Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission
did find as follows with respect to File No. UP 95-23:
Compatibility: The use is desirable to the public convenience or welfare
and is in harmony with Policy E of the City's Housing Element. The
project does not propose any new additions to the existing buildings.
There is adequate space in the church's lounge area to accommodate
feeding and sheltering fifteen persons.
Scale: The proposed project is an appropriate scale in relationship to the
adjacent developed uses. One building of the church will be used
overnight for a maximum of 30 days for a maximum of 15 persons.

Parking: The parking provided by the church more than adequately meets
the needs of 15 homeless persons for overnight parking. Most of the
fifteen homeless persons will not have a vehicle.
Based upon the foregoing findings of fact, the Planning Commission further
finds and concludes that:
The establishment of the use which the applicant has applied for will not
be detrimental to the public health, safety, peace, morals, comfort or
general welfare of persons residing or working in the neighborhood of
such proposed use or be detrimental or injurious to property and
improvements in the neighborhood or to the general welfare of the City.
An on-site supervisor and case manager will provide overnight
supervision and will assist the homeless men in finding employment and
permanent housing.

The proposed site is adequate in size and shape and equipped to shelter
and feed a maximum of fifteen persons for a maximum of 30 days each
February from 7 p.m. to 7 a.m.

The proposed accessory use of the church is compatible with the Public
Facilities Zoning of the Church.
The applicant is hereby notified, as part of this application, that he/she is
required to meet the following conditions in accordance with the Ordinances of
the City of Campbell and the State of California. Additionally, the applicant is
hereby notified that he/she is required to comply with all applicable Codes or
Ordinances of the City of Campbell and the State of California that pertain to
this development and are not herein specified.
Approved Project: Approval is granted to the First United Methodist
Church of Campbell for a rotating homeless shelter during the month of
February each year.

Public Occupancy: A maximum of fifteen (15) carefully screened
homeless men will be permitted from 7 p.m. To 7 a.m. The homeless
men will be sheltered, fed and closely supervised by an on-site supervisor
and case manager overnight.

Use Permit Review: Applicants for shelter shall be carefully screened to
eliminate individuals with health or social service problems or needs that
exceed the shelter and food services provided on this site. This Use Permit
may be reviewed, revoked or conditions added if any police or
neighborhood disturbances result.
