CC Resolution 9496 '-., RESOLUTION NO. 9496 A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective, and economical conduct of the municipal services provided by the City; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the revised job description for the position of Building Division Manager/Building Official. (see attached Exhibit A). Furtado, Mayor ATTEST: /] /J (j)/t-~",- Anne Bybee, City Clerk CITY OF CAMPBELL EXHIBIT A BUILDING DIVISION MANAGER/BUILDING OFFICIAL DEFINITION Under general direction of the Community Development Director, to manage and direct the City's Building Division and housing code enforcement program; to provide building systems technical support to other City departments; and City building improvement projects; and to do related work as required. TYPICAL DUTIES The division manager is responsible for plan checking, building inspection, code development, housing code enforcement and graffiti abatement programs; participates in more difficult and complex inquiries, complaints, inspections, and plan checking; prepares and manages consultant contracts; develops and administers the division's budget and fee system; administers bids, contracts, reporting and record keeping systems; supervises and trains technical staff; provides written and verbal information to the public and other agencies on building and development related issues; acts as staff liaison to the City's Building Board of Appeals and other commissions as needed; provides support for and coordinates with other City departments in building related programs including City building projects; determines occupancy of structures involved in police or fire incidents; appears before City commissions, council and civic groups; maintains current knowledge of building techniques and regulations by attending conferences and training programs; and performs other duties as required. EMPLOYMENT STANDARDS Education and Experience: Bachelor's degree is required (major work in engineering, architecture, construction management or closely related field desirable). Six years increasingly responsible experience in building inspection, engineering, construction or related field, two years of supervision and management duties is highly desired. California municipal experience is desirable. Knowledge of: Laws, codes, ordinances, and regulations governing building construction, alteration, land use and zoning (including knowledge of the Uniform Building Code, National Electrical Code, Uniform Plumbing Code, Uniform Mechanical Code and related Federal, State and local codes); principles and practices of management and supervision; construction management and administration; engineering mathematics and structural design principles. Ability to: Plan, develop, budget, schedule and administer building inspection operations and building related capital improvement programs and projects; operate computer programs including building permit processing, parcel database, word processing and spreadsheet software; plan and meet building inspection and plan check performance objectives; prepare standard operating procedures; provide clear logical explanations of complex code interpretations to persons not familiar with the building code; develop and implement regulatory programs; perform managerial, supervisory and administrative duties; read and interpret complex plans and specifications; conduct complex inspections and plan checks; prepare and monitor divisional budget; prepare and present clear and concise written and oral reports; develop and maintain effective working relationships with City staff members of differing disciplines, public officials, private architects, engineers, contractors, and the general public. Possession of: Valid California Driver's License. International Conference of Building Officials (ICBO) Certification(s) for Building Inspector, Plans Examiner, Electrical Inspector.
