RESOLUTION NO. 9402
A RESOLUTION AMENDING THE
CLASSIFICATION AND SALARY PLAN
WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell
Municipal Code to prepare and submit to the City Council recommendations for the
reorganization of offices, departments, and positions which are considered to be in the
best interest of efficient, effective and economical conduct of the municipal services
provided by the City; and
WHEREAS, a review has been conducted; and
WHEREAS, an amendment to the current Classification and Salary Plan IS
needed to meet the requirements of Municipal Code Section 2.12.030.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Campbell does hereby approve the revised job descriptions for the positions of Secretary
(Exhibit A) and Senior Building Inspector (Exhibit B), and the reclassifications of the
Finance Department Principal Clerk to Secretary, and one Building Inspector to Senior
Building Inspector.

EXHIBIT A
SECRETARY
DEFINITION
Under general supervision, to perform difficult and responsible secretarial work, involving a
substantial degree of individual responsibility and initiative; and to do related work as required.
TYPICAL DUTIES
Performs secretarial and general clerical functions for a department which involve independent
judgment and a thorough knowledge of the operative unit; may supervise clerical staff; handles
assigned office functions; establishes and maintains comprehensive records and files; makes
appointments, arranges meetings; screens telephone calls and visitors and provides a variety of
information; composes, types, proofs and distributes correspondence, reports, documents, and
other written communications; tabulates a variety of data for projects, studies and budget
review; requisitions supplies and services; prepares time sheets and other personnel data;
operates a variety of office equipment including typewriters, dictating equipment, calculators
and computers; may assume responsibility for routine staff functions, and performs other
clerical duties as required.
Depending on specific position assignment, may prepare agendas and minutes of meetings; take
and transcribe dictation; and serve as Secretary to Advisory Boards, Commissions, or
Committees; or may perform difficult and responsible secretarial support in development of the
City's budget and comprehensive annual financial report, and Citywide liability claims
administration.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the twelfth grade, plus six years
of increasingly responsible clerical experience and if required
for specific assignment, six years of stenographic experience.
(Additional qualifying education may be substituted for
experience on a year-for-year basis up to a total of two
years.)
Knowledge of:
Office procedures, records retention systems and modern
office equipment; correspondence procedures; basic
mathematics; correct English usage and spelling; standard
filing and indexing procedures.
Ability to:
Perform difficult and responsible secretarial work; handle
office assignments; prepare correspondence; maintain good
public relations; type at a net rate of 60 words per minute;
maintain cooperative working relationships with the public,
City officials and employees; maintain confidential records;
work independently. Depending on specific assignment, may
require ability to take dictation at 90 words per minute.
Possession of:
Valid California Driver's License.

DEFINITION
Under supervision, to perform more difficult general building inspection and plan checking
functions with added specialization in electrical, mechanical, plumbing, or building inspection, and
to do related work as required.
TYPICAL DUTIES
Administers and enforces laws, codes, and regulations dealing with the construction and safety of
buildings and structures; takes responsibility for more difficult inspection problems in building
construction, electrical or plumbing work; checks plans and specifications against approved codes
and standards; makes field inspections of building construction, plumbing, mechanical, and
electrical installations in residential, business or public buildings; issues permits and computes fees;
makes special investigations regarding violations of building and housing laws, analyzes data,
prepares reports; and performs administrative duties to assist the division manager; and coordinates
with other City staff and representatives of other agencies regarding the permit process.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to graduation from high school and two years of
college in building or construction technology or related field; OR
high school and completion of a qualified 4-year apprenticeship
training program.
Four years of increasingly responsible experience as a building
inspector with specialization in building, electrical or plumbing
inspection.
Knowledge of:
Materials and construction practices in the electrical, plumbing and
building trades; provisions of the Uniform Building, Electrical,
Mechanical, Housing and Plumbing Codes, relevant California
State Administrative Codes.
Ability to:
Read and interpret codes, regulations and procedures; read and
interpret building plans and specifications; conduct investigations;
make inspections; recognize defects in materials and construction
methods; document physical conditions and procedures and
maintain effective records; maintain good working relations with
other employees, contractors, architects, engineers, and the public.
Possession of:
A valid California Driver's License.
ICBO Building Inspector Certificate or a Certificate or AA degree
in Building Construction Technology from an accredited college.
