CC Resolution 9239 RESOLUTION NO. 9239 A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective, and economical conduct of the municipal services provided by the City; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the revised job descriptions for the positions of Police Records Supervisor (Exhibit A) and Sr. Lighting and Traffic Signal Technician (new title is "Lighting and Traffic Signal Supervisor" -see Exhibit B); also hereby approved, effective July 14, 1997, is the reclassification of Gloria Sciara, Planner I, to Planner II, and salary range adjustments for the positions of Police Records Supervisor (new Range #1665), Lighting and Traffic Signal Supervisor (new Range #2040), and Housing and Community Development Coordinator (new Range #2028). Conant, Mayor ATTEST: a-~ Anne Bybee, City Clerk CITY OF CAMPBELL EXHIBIT A POLICE RECORDS SUPERVISOR DEFINITION Under direction, to supervise, direct and participate in the activities ofthe Records Unit within the Support Services Division of the Police Department; to act as evidence and criminal history records custodian; and to do other related work as required. TYPICAL DUTIES Supervises, directs, schedules and evaluates Records employees; performs the duties of a Police Records Specialist as required, and personally handles complex, difficult or confidential tasks as appropriate; maintains audit trail and internal control system for criminal history information; implements training and procedures to insure the security of criminal justice information; is responsible for the preservation and storage of criminal and found evidence in compliance with laws and departmental procedures; prepares or supervises the preparation of monthly and annual police statistical reports for the department, as well as for Federal, State and local agencies; reviews and recommends fees for police records services; prepares staff and Council reports; occasionally serves as Acting Support Services Division Commander or Communications Supervisor in the absence of these employees; assists in the preparation of the annual budget and monitors expenditures; researches, prepares and recommends revisions to written Department policies and procedures pertaining to areas of assigned responsibility; assists in developing and implementing new procedures, goals and objectives; applies laws, court decisions, rules and regulations on the use and confidentiality of information; coordinates records activities for the Department, as well as with outside agencies; authorizes bills for payment; identifies needs and oversees the training of Records Unit employees; maintains the supplies and equipment assigned to the Records Unit; may be required to work irregular hours, including weekends and holidays, and be on call; does related work as required. EMPLOYMENT STANDARDS Education and Experience: Equivalent to graduation from high school, plus a minimum of three years of increasingly responsible technical experience in administration of justice or law enforcement-related records work. Additional education and supervisory experience are desirable. Knowledge of: Laws and regulations governing police records and evidence functions; police records reporting procedures; data processing equipment; basic principles of supervision and training; the legal requirements associated with the duties of "Custodian of Records" and "Records Security Officer"; operation of police automated systems. Ability to: Plan and organize the work of the Records Unit; supervise, train and evaluate subordinate personnel; maintain evidence and records as prescribed by law; prepare reports; interpret laws and regulations pertaining to police records management; collect and deposit fees and reconcile related statements and accounts; communicate effectively, both verbally and in writing; maintain cooperative working relationships with City employees, the public and outside agency representatives; share responsibility as Police Computer System Administrator and assist in the implementation of the automation process for Communications and Records; exercise independent judgment and work with a minimum of supervision. CITY OF CAMPBELL EXHIBIT B LIGHTING AND TRAFFIC SIGNAL SUPERVISOR DEFINITION Under direction, oversees the work of the Signals and Lighting Maintenance Section; performs skilled and complex electrical work in the maintenance and repair of street lights and traffic signal equipment and systems; performs construction inspection of street lights, traffic signals and related electronic/electrical systems; and does related work as required. TYPICAL DUTIES Inspects, removes, and repairs street light standards and auxiliary equipment such as control boxes, light fIxtures, lamps, and circuitry; inspects, removes, and repairs signal controls and auxiliary equipment; diagnoses malfunctions; adjusts and replaces electronic and mechanical components; repairs, replaces, or modifIes electric and electronic components, controllers, relays, switches, fuses, timers and other parts; designs and constructs special test equipment for shop testing of electronic components; manages projects and administers contracts and agreements; administers the Underground Service Alert Program; investigates complaints and reports of signal and traffic light malfunctions; adjusts, repairs, or removes defective equipment; may make fIeld repairs of damaged equipment; designs traffic signal and street lighting systems; prepares plans and specifIcations for signal and street lighting projects; prepares schematics and phasing diagrams; keeps accurate work records; orders supplies, parts, and materials; trains and supervises lower level technicians and assistants; makes recommendations for preventative maintenance activities and programs; assists in the preparation and administration of Section budget; recommends purchase of equipment and/or spare parts; reviews and evaluates plans and specifications submitted by others; performs general electrical repairs at municipal facilities as required; and performs other related duties as required. EMPLOYMENT STANDARDS Education and Experience: Equivalent to graduation from high school. Five years of experience in traffic signal and electrical/electronic repair, and electrical inspection work, including three years in a supervisory capacity. Two years advanced education in electrical technology desirable. Knowledge of: Theory and principles of electrical and electronic equipment and circuits; computer-aided traffic signal monitoring and computer-aided lighting analysis programs; tools and equipment used to repair electrical and electronic equipment and installations; methods and procedures used to repair and maintain traffic signal and lighting systems; occupational hazards and standard safety precautions. Ability to: Independently test and repair electrical and electronic equipment and installations; perform duties while elevated above traffic in a basket of a boom truck; read and interpret plans, specifIcations, blueprints, schematics and maintenance manuals; manage projects and administer contracts and agreements; prepare reports of work performed or inspected; establish and maintain effective relations with co-workers, contractors, other governmental agencies, and the public; supervise and train lower level technicians and assistants; work at odd and irregular hours as required by job assignments.
