RESOLUTION NO. 9225
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CAMPBELL SUPPORTING SENATE BILL 1048:
DEFINING A BAY AREA PROGRAM FOR THE STATE COASTAL CONSERVANCY
WHEREAS, the San Francisco Bay Area functions as a distinct geographic, ecological, political,
economic and social region; and
WHEREAS, there is currently no public agency with the responsibility to comprehensively address the
natural, scenic, agricultural and environmental resources of the San Francisco Bay Area, and appropriate
public access to, and/or enjoyment of, those resources; and
WHEREAS, the State Coastal Conservancy (the "Conservancy") is charged with preserving, protecting,
enhancing and restoring natural, scenic, agricultural and environmental resources, and with providing,
restoring, and improving appropriate public access, in the coastal zone; and
WHEREAS, San Francisco Bay is identified in Public Resources Code Sections 31000 et seq. as an
area of specific concern of the Conservancy; and
WHEREAS, Public Resources Code Section 31251.2(a) authorizes the Conservancy to act to enhance
watershed resources that extend beyond the coastal zone; and
WHEREAS, Public Resources Code Section 31006 partially acknowledges the connection of the San
Francisco Bay with the San Francisco Bay Area by providing for a broader definition of the coastal zone
in San Francisco Bay, by extending the powers and responsibilities ofthe Conservancy beyond the
permit jurisdiction of the bay commission to adjacent or directly related upland areas; and
WHEREAS, the effective implementation of Conservancy responsibilities in San Francisco Bay would
be best accomplished by more clearly identifying the extent of Conservancy jurisdiction in San
Francisco Bay and more actively involving local interests; and
WHEREAS, given the geographic, ecological, political, economic and social interconnectedness of the
nine counties that define San Francisco Bay San Francisco Bay, Conservancy actions in the San
Francisco Bay Area should be undertaken in a coordinated and consistent manner that reflects the
interconnectedness of the resources and needs of the region.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Campbell supports
legislation authored by Senator Byron Sher, and sponsored by the Bay Area Open Space Council, that
established a Bay Area Program within the Coastal Conservancy, to more effectively preserve, protect,
enhance and restore the natural, scenic, agricultural and environmental resources of the nine-county San
Francisco Bay Area, and to improve appropriate public access to the outdoors by supporting the
acquisition, development and operation of a system of regional bay, coast and ridge trails and trails
connecting to population centers, and related facilities such as interpretive centers, picnic areas and
campgrounds.
BE IT FURTHER RESOLVED, that the goals of the Bay Area Program should be developed in
cooperation with local agencies and land trusts.
