CC Resolution 8938 RESOLUTION NO. 8938 A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective, and economical conduct of the municipal services provided by the City; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve revised job descriptions for the positions of Senior Civil Engineer (Exhibit A), and Street Maintenance Supervisor (Exhibit B); and does also hereby approve a salary range adjustment, effective April 8, 1996, for the positions of Building Maintenance Supervisor, Park Maintenance Supervisor, and Street Maintenance Supervisor. PASSED AND ADOPTED this 20th day of February, 1996 by the following roll call vote: AYES: Councilmembers: Burr, Conant, Watson, Dougherty NOES: Council members: None ABSENT: Councilmembers: None APPROVED: ATTEST: ~~k EXHIBIT A CITY OF CAMPBELL SENIOR CIVIL ENGINEER DEFINITION Under general direction of the City Engineer, to plan and manage a wide variety of engineering activities within the Engineering Division of the Public Works Department. TYPICAL DUTIES As a key manager in the Engineering Division, leads, manages, trains, develops, and evaluates technical and professional personnel; designs, coordinates, administers, and manages public works projects of a varying degree of difficulty; develops, reviews, and revises standards for the design and construction of facilities within the public right-of-way including streets, storm drains, roadway structures, traffic safety and control devices, recreational facilities, landscaping, pedestrian bridges and pathways; develops and recommends policies for the Department; prepares requests for qualifications and requests for proposals for consultant's work; negotiates and manages consultant design contracts and construction contracts; conducts independent research on engineering problems requiring considerable knowledge of engineering principles and practices; prepares recommendations for resolution of engineering problems considering all factors including economic feasibility; coordinates work with other Public Works Divisions, City departments, and outside agencies; prepares capital improvement project proposals including scope, cost, scheduling, and financing of projects; prepares and administers project and program budgets and continually monitors budgets and schedules to insure progress toward established program goals; performs environmental impact analysis for a variety of projects and developments; consults and/or negotiates with contractors, builders, architects, engineers, public officials, and the general public; collects and maintains data, schedules, and records; reviews and checks private land development proposals, plans, maps, and calculations; prepares clear and concise correspondence; prepares reports and presents complex projects and issues to City officials and the public; develops and implements public information programs for a variety of projects; and performs other related duties as required. EMPLOYMENT STANDARDS Education and Experience: Bachelor's degree in Civil Engineering plus four years professional civil engineering experience at a supervisory or management level, and registration as a professional civil engineer. Knowledge of: Principles and practices of civil engineering; principles and practices of training, supervision and management; principles of project management; pertinent Federal, State and local regulatory codes and ordinances; applications of computers in engineering; recent developments and current literature regarding civil engineering, planning, roadway and public facilities design; principles and practices of public sector management including personnel and budget management and public relations. Ability to: Effectively manage programs, projects and activities; perform complex civil engineering studies, analysis and design; coordinate and monitor the work of assigned staff; direct the installation, operation, maintenance, and repair of public works facilities; supervise and train professional and technical subordinates; establish and maintain effective working relationships with City staff, developers, engineers, contractors, and the general public; prepare plans, designs, specifications and estimates; write technical reports; communicate effectively, orally and in writing. Possession of: Valid California Driver's License. Registration as a Professional Civil Engineer in the State of California. Est. '90 Rev. 2/96 j:Spec4/5 EXHIBIT B CITY OF CAMPBELL STREET MAINTENANCE SUPERVISOR DEFINITION Under direction, manages all maintenance activities of the Street Maintenance Section ofthe Public Works Department's Maintenance Division including pavement maintenance, signage, striping, street sweeping and sidewalk repair; and performs related work as required. TYPICAL DUTIES Manages the Street Maintenance Section of the Public Works Department's Maintenance Division; analyzes, plans, organizes, assigns, supervises, evaluates and reports on the maintenance and construction of street improvements including pavement, sidewalks, storm sewers, striping, signage and related facilities; administers contracts; assists in selection and promotion of staff; estimates and orders materials; prepares and assigns all personnel by providing oral or written instructions; inspects the work of staff and contractors in progress and upon completion prepares necessary reports pertaining to operations; supervises the use of equipment; assists with preparation and administration of Street Maintenance Section Budget; maintains time and material records and other performance information; supervises a variety of other general maintenance work as required. EMPLOYMENT STANDARDS Education & Experience: Equivalent to completion of the twelfth grade. College level training in a related field is highly desirable. Five years of increasingly responsible experience in construction, repair, and maintenance of streets, three of which must have been at a responsible supervisory level. Knowledge of: Principles and practices of street construction and maintenance operations, sidewalk construction and repair, storm sewer maintenance, and signing and striping maintenance and installation; materials and equipment pertinent to right-of-way maintenance; computerized maintenance management, work scheduling or related programs is highly desirable; principles of management and supervision; safe work practices. Ability to: Effectively manage street maintenance programs; supervise and evaluate personnel; communicate effectively orally and in writing; prepare reports and maintain records; read and interpret plans and blueprints; maintain effective working relationships with other employees and the public.
