RESOLUTION 8846
A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN
WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell
Municipal Code to prepare and submit to the City Council recommendations for the
reorganization of offices, departments, and positions which are considered to be in the best
interest of efficient, effective, and economical conduct of the municipal services provided by the
City; and
WHEREAS, a review has been conducted; and
WHEREAS, an amendment to the current Classification and Salary Plan is needed to
meet the requirements of Municipal Code Section 2.12.030.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell
does hereby approve the revised job descriptions for the positions of Public Works Inspector
(Attachment A), Personnel Technician-Confidential (Attachment B), Administrative Analyst I
(Attachment C); also hereby approved are the salary ranges and revised job descriptions for the
position of Administrative Analyst II (Attachment D), the reclassification of Administrative
Analyst, Nelson Fialho, to the classification of Administrative Analyst II, and the reclassification
of Police Lieutenant, David Gullo, to the classification of Police Captain.

CITY OF CAMPBELL
PUBLIC WORKS INSPECTOR
DEFINITION
Under general supervision, inspects various Public Works improvements and assures work is
constructed safely and to City standards; and does other related work as required.
TYPICAL DUTIES
Makes inspections and assists resident engineers during construction and rehabilitation of street
improvements, pavements, storm drainage systems, traffic signals, bridges, parks, other capital
improvement projects, and underground utilities; performs constructability reviews; interprets
and enforces complex engineering plans, specifications, and estimates; issues encroachment
permits and assists the public at the counter; enforces contract provisions; orders and analyzes
material tests; recommends progress payments; negotiates change orders; prepares diaries and
progress reports; conducts utility coordination and safety meetings; may coordinate the work of
one contract inspector.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the fourteenth grade with
specialization in civil engineering or construction management
(additional experience may be substituted for the educational
requirement on a year for a year basis up to a total of two years).
Two years of responsible engineering inspection or administrative
construction experience is required. Municipal public works
inspection experience is highly desirable.
Knowledge of:
Public works inspection methods, construction equipment and
techniques, soil and material properties, safety and traffic control
procedures; plan checking; and CalTrans standard specifications.
Ability to:
Interpret and enforce public works construction standards, plans
and specifications; effectively manage time and workload;
develop and maintain cooperative working relationships with
contractors, developers, other employees and the general public;
and communicate effectively orally and in writing.
Possession of:
Valid California Driver's License.

ATTACHMENT B
CITY OF CAMPBELL
PERSONNEL TECHNICIAN
DEFINITION
Under general supervision, performs a variety of paraprofessional, technical, and clerical duties III
support of the personnel and volunteer services functions; and does related work as required.
TYPICAL DUTIES
Assists in all aspects of recruitment and testing program including arranging for examinations,
establishing testing schedules, securing test sites and materials, and arranging for raters; recruits and
places volunteers within City programs and maintains related records; plans and coordinates arrangements
for the volunteer recognition program; conducts or assists with test administration; responds to and
conducts surveys related to personnel and labor relations issues; screens and pre-screens employment
applications; conducts new and exiting employee orientation; prepares and/or processes a variety of
personnel forms; assists employees and the public by providing information regarding group benefit
programs and personnel policies and procedures; prepares statistical data; assists in the maintenance of
computerized personnel records and documents; prepares correspondence; and performs other related
duties as assigned.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of two years of college work in personnel or
business administration or closely related field, plus three years
progressively responsible experience in personnel or closely related
function.
Knowledge of:
Personnel practices and procedures; recruitment and testing methods
and practices; principles of benefits administration; recordkeeping and
record retention systems; basic statistical methods.
Ability to:
Perform detailed and complex tasks; interpret and apply rules and
policies and procedures; coordinate placement of volunteers; gather and
analyze data and maintain records; communicate effectively and work
cooperatively with City employees, volunteers, and the general public;
work independently and use good judgment; operate standard office
equipment.
Possession of:
Valid California Driver's License.

ADMINISTRATIVE ANALYST I
DEFINITION
Under direction, to perform varied administrative and analytical tasks; to assume responsibility for
assigned programs or services, and to do related work as required.
TYPICAL DUTIES
As assigned, plans and administers departmental programs and services; organizes and conducts studies
and projects; collects, tabulates and evaluates information; assists in development of departmental or City
policies and procedures; may represent the department or City at outside meetings; assists in the
preparation and follow-up of applications for assistance from Federal and State agencies; assists with the
preparation of department and capital improvement budgets; assists with the coordination of work
programs and development of data on projects or problems involving more than one department; may
administer a special staff function; may provide staff liaison to an advisory commission; may perform
a variety of professional personnel duties; responds to questions and complaints; performs a variety of
administrative detail work; prepares reports, correspondence, and public information.
EMPLOYMENT STANDARDS
Education and Experience:
Graduation from college or university with major work in Public or
Business Administration or related field; and two years of full-time
experience in municipal government. (Possession of a Master's degree
in Public or Business Administration or related field may be substituted
for one year of the required experience.)
Knowledge of:
Principles and practices of public administration; statistical and research
methods and report writing; and principles of local government
administration.
Ability to:
Assemble, organize and analyze issues, and present findings and
recommendations in written or oral form; establish and maintain
effective working relationships with other employees, municipal
officials, and the public; speak and write effectively; carry out
assignments without detailed instructions and supervision.
Possession of:
Valid California Driver's License.

Under general direction performs responsible and difficult administrative duties; administers specific staff
functions; and does related work as required.
TYPICAL DUTIES
As assigned, plans and manages departmental programs and services; assumes program responsibility for
major staff support function; organizes and conducts complex studies and projects; performs
administrative research analysis and report and writing; reviews the effectiveness of work programs and
procedures and recommends changes; coordinates work programs and projects involving more than one
department; coordinates preparation of the annual Capital Improvement Program; may perform varied
professional personnel and employee relations duties; represents the department head or the City
Manager's office at meetings of other agencies and the public; prepares and monitors budgets for assigned
programs; may supervise assigned staff; may serve as staff advisor to an advisory commission or other
committees; and performs other related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Graduation from college with major work in Public or Business
Administration or related field; three years of experience in municipal
management. (Possession of a Master's degree in Public or Business
Administration or related field may be substituted for one year of the
required experience.)
Knowledge of:
The scope and function of municipal government; principles and
practices of public administration and personnel administration; research
methods and report preparation; and the relationship of the City to other
agencIes.
Ability to:
Conduct complex administrative analysis; present concise reports both
in written and oral form; write and speak effectively; establish and
maintain effective working relationships with officials and employees of
the City and the general public; carry out instructions with a minimum
of supervision.
