CC Resolution 8701 RESOLUTION 8701 A RESOLUTION AMENDING THE COMPENSATION AND WORKING CONDmONS FOR EMPWYEES IN MANAGEMENT AND CONFIDENTIAL CLASSES AS DEFINED IN RESOLUTION 6647 AND AS DESIGNATED IN RESOLUTION 8553 WHEREAS, the provisions of Title 4, Section 36506 of the Government Code of the State of California provide that the salaries of employees of General Law cities may be fIXed or increased by resolution; and WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council may, from time to time, by resolution, change the compensation of employees of said City, and may, by resolution, adopt salary and wage scales; and WHEREAS, Title 2, Section 2.12.030 (7) of the Campbell Municipal Code requires the City Manager to prepare and submit an annual salary plan to the City Council for its approval; and; WHEREAS, the City Council and the City of Campbell desires to adopt such salary increases and approve benefit and working condition amendments. NOW, THEREFORE, BE IT RESOLVED that the City Council does approve and ratify the Amendments attached hereto, and made a part hereof. BE IT FURTHER RESOLVED that all other supplemental benefits and working conditions shall remain as previously established and that the provisions of this Resolution shall be in effect from July 1, 1994 through June 30, 1996, unless otherwise denoted in any provision in this Resolution. Unclassified Management: Department Head Salary Ranges I and II shall be increased by four percent (4 % ). 2. Classified Management and Confidential: Salary ranges shall be increased by four (4%). B. JANUARY. 1995 Confidential: Effective January 2, 1995, the salary ranges of the Confidential positions of Secretary to the City Manager, Senior Clerk Typist and Account Clerk ill shall receive a two percent (2 %) increase. C. JULY. 1995 Miscellaneous Unclassified and Classified Management and Confidential: Effective the first day of the first pay period of July, 1995, the City will provide the 2 % at 55 PERS plan, contingent upon a PERS employer rate additional cost of no more than four percent (4 %). If the additional employer rate for 2 % at 55 exceeds four percent (4 % ), the following compensation adjustment will be made: Effective the first day of the first pay period of July, 1995, the salary range of all Miscellaneous Unclassified and Classified Management and Confidential Positions shall be increased by an amount equal to one-hundred percent (100%) of the increase in the San Francisco/Oakland/San Jose Urban Wage Earner and Clerical Worker Consumer Price Index for the one year period from May 1, 1994 through April 30, 1995, with a maximum salary increase of four percent (4 %) and a minimum salary increase of two percent (2 % ). ll. OTHER PROVISIONS APPLICABLE TO ALL MANAGEMENT AND CONFIDENTIAL EMPWYEES (AS DENOTED) INCLUDING CITY MANAGER A. HEALTH INSURANCE CONTRIBUTION 1. Management: The City's contribution to health insurance will remain $407.00 per month. 2. Confidential: The City's contribution to health insurance will remain $380.65 per month. LIFEGUARD HEALTH PLAN Effective August 1, 1994, the Lifeguard Health Plan will be changed from the A/Rx4 plan to the AS/RxS plan for all Management and Confidential employees. C. OTHER BENEFIT COST INCREASES -- MANAGEMENT AND CONFIDENTIAL EMPLOYEES 1. The City will be responsible for any increase in the PERS employer contribution in July, 1994 and July, 1995, except any employer contribution rate increase associated with the 2 % at 55 PERS Plan that exceeds four percent (4 % ). 2. The City will contribute $4.59 per month per employee to cover the July, 1994 rate increase for dental coverage. 3. The City will contribute $0.50 per month for Management employees and $0.20 per month for Confidential employees to cover the July, 1994 rate increase for life insurance. 4. The City will maintain coverages and be responsible for any rate increases to the dental, life, LID, and employee assistance program in July of 1995. D. LONG-TERM DISABILITY INSURANCE 1. Management: The City will increase the LID salary ceiling utilized for benefit computation from $5000 to $6000 per month effective as soon after July 1, 1994, as feasible. 2. Confidential: The City will increase the LID salary ceiling utilized for benefit computation from $2,000 to $3,000 per month effective as soon after July 1, 1994 as feasible. HOLIDAYS Effective January, 1995, Martin Luther King, Jr. Day will be observed as a City Holiday and Management and Confidential employees will receive the day as a paid holiday. Effective December, 1995, the additional holiday at Christmas time, designated each year by the City Manager, will be discontinued. F. VACATION ACCRUAL RATES -- MANAGEMENT AND CONFIDENTIAL EMPLOYEES -- RULES SECTION 16.2 TO BE MODIFIED Effective July 4, 1994, vacation accrual rates will be modified as follows: YEARS OF SERVICE HOURS ACCRUED PER PAY PERIOD 3.38 (11 days) 4.92 (16 days) Start of year 1 through completion of year 4 Start of year 5 through completion of year 10 All other provisions of Section 16.2 shall remain unchanged. G. UNIFORM ALLOWANCE -- ALL PUBLIC SAFETY MANAGEMENT PERSONNEL Uniform allowance for all Public Safety Management employees will remain at $675 per fiscal year. H:\Manacomp
