8685
A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN
WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell
Municipal Code to prepare and submit to the City Council recommendations for the
reorganization of offices, departments, and positions which are considered to be in the best
interest of efficient, effective, and economical conduct of the municipal services provided by the
City; and
WHEREAS, a review has been conducted; and
WHEREAS, an amendment to the current Classification and Salary Plan is needed to
meet the requirements of Municipal Code Section 2.12.030.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell
does hereby approve the new job description and salary range for the position of Environmental
Program Manager (Attachment A) and the reclassification of Assistant Engineer Bill Helms to
Environmental Program Manager, the new job description and salary range for the position of
Redevelopment Coordinator (Attachment B), the revised job descriptions and salary ranges for
Redevelopment Manager (Attachment C), Housing and Community Development Coordinator
(Attachment D) and Building Maintenance Supervisor (Attachment E), and the reclassification
of Recreation Program Coordinator, Barbara Jones, to the classification of Recreation
Supervisor.

ENVIRONMENTAL PROGRAM MANAGER
DEFINmON
Under general direction, manages the Environmental Program Section of the Public Works Department; provides
specialized professional planning, development and implementation of programs to preserve and enhance the
quality of the environment within the community; and advises the City regarding legislative mandates on
environmental issues.
TYPICAL DUTIES
Plans, organizes and manages department environmental programs; responsible for solid waste management and
storm water management programs; assists with congestion management, hazardous materials and other related
programs; develops and implements strategic plans for reducing solid waste landfilled; manages and negotiates
landfill disposal, solid waste collection and recycling contracts; represents City on multi-agency rate review
committee, assists in direction of program staff; develops and processes grant applications; supervises and reviews
the work of consultants assisting in the evaluation of contractor performance and rate reviews; acts as a liaison
with private industry, consultants, local, state and federal agencies and the public; negotiates and administers
contractual agreements between the City and other agencies for environmental program services in the areas of
solid waste and storm water management; makes presentations to the City Council, Commissions and at other
public meetings on solid waste and storm water management issues; develops, prepares and administers the
Environmental Program budget; and performs other duties as required.
EMPLOYMENT STANDARDS
Education and Experience: Equivalent to graduation from a recognized college or university with a degree in
engineering, environmental studies, public administration or a related field, plus four
years of increasingly responsible professional experience in managing environmental
programs.
Knowledge of: Principles and practices of solid waste collection, disposal, resource recovery and
recycling methods and systems; principles of storm water collection, pollution
control, pretreatment and disposal; local, state and federal legislation, regulation and
judicial issue decisions concerning waste management, storm water management and
related environmental programs; written and oral communication techniques and
methodologies; principles and practices of public administration; program planning
and implementation; public sector budget preparation and implementation; state and
federal grant programs; principles and practices of supervision.
Ability to: Plan, develop and implement an integrated waste management program and a storm
water management program; coordinate programs with other agencies; analyze
issues, legislation, regulations and court decisions, develop and recommend
alternative solutions; identify operational and administrative problems and implement
changes; conduct cost analysis studies; develop and maintain effective working
relationships with City officials and employees, representatives of other agencies and
the public; make decisions and independent judgments; communicate effectively in

DEFINITION
Under direction of the Redevelopment Manager, performs moderately difficult redevelopment and
economic development duties; and performs related work as required.
TYPICAL DUTIES
Performs administrative and professional tasks related to all aspects of the City's redevelopment and
economic development programs, including reviewing development proforma; develops economic
development and redevelopment strategies and activities; coordinates business retention and recruitment
programs; facilitates downtown revitalization efforts, including working with business and property
owners; assists with property acquisition and relocation; monitors and analyzes state and federal
legislation; prepares bid packages and manages construction contracts; prepares requests for proposals
and managing consultants; provides information to the public, developers and other groups; prepares and
presents comprehensive reports on all aspects of assigned programs and projects; makes presentations to
community groups, businesses and City boards and commissions; works with other City departments on
projects; may supervise other staff members; and performs related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Bachelor's degree in urban planning, economics, business or public
administration or a closely related field and three years of increasingly
responsible experience in economic development, redevelopment,
planning, community development or closely related field.
Knowledge of:
Principles and practices of redevelopment and economic development;
real estate development and finance; California Community
Redevelopment Law; business retention and recruitment programs;
downtown revitalization and housing programs.
Ability to:
Analyze and interpret development projects, financial statements,
market studies, plans, specifications and bid documents; work
effectively with business and property owners, developers, City staff,
City boards and commissions and others; write accurate and concise

REDEVELOPMENT MANAGER
DEFINITION
Under direction of the Redevelopment Agency Executive Director (City Manager), is responsible for admini~tering the
City's Redevelopment Program, including the implementation and administration of the adopted Redevelopment Plan and
Downtown Revitalization Plan; is responsible for overseeing economic development activities and does related work as
required.
TYPICAL DUTIES
Administers and implements redevelopment plans, programs, and policies; coordinates and prepares financial and technical
reports and budgets relating to the Campbell Redevelopment Agency; meets with potential investors and developers to
secure their participation in redevelopment projects; represents the Executive Director at Agency meetings, public
hearings, community meetings and conferences; recommends and oversees the use of consultants and outside professional
service providers; coordinates and recommends project activities including real estate acquisition and disposition,
relocation, demolition, eminent domain actions, building construction and rehabilitation, property management, and
project improvements when necessary; supervises staff performing duties relating to redevelopment and economic
development activities; works with other City departments to ensure that projects are progressing; and performs related
duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Graduation from college with a degree in planning, business or public
administration, economics or closely related field. Advanced degree highly
desirable. Four years of increasingly responsible experience in the administration
of redevelopment programs with at least two years of responsible project
management experience.
Knowledge of:
Principles, practices and legal requirements of redevelopment, housing finance, and
economic development; goals and procedures of redevelopment programs; federal,
state and local laws pertaining to redevelopment programs; financial reporting and
budget preparation; statistical and research methods.
Ability to:
Plan, coordinate and review the work of a Redevelopment Agency; interpret and
apply existing federal, state and local laws and regulations; identify appropriate
methods to provide effective and efficient redevelopment; economic development and
construction rehabilitation programs; negotiate contracts; coordinate the structuring
of tax allocation bonds and other debt financing; analyze economic studies, financial
statements, marketing studies, plans, specs, and bid documents; speak and write
clearly and concisely; prepare reports and budgets; effectively work with City
employees and representatives of outside agencies, businesses and the community;
work independently and exercise independent judgment.

HOUSING AND COMMUNITY DEVELOPMENT COORDINATOR
DEFINITION
Under general direction of the Community Development Director, performs a variety of duties relating
to the City of Campbell's Housing and Community Development grant program, Redevelopment 20%
Housing Fund and the City's housing rehabilitation loan program and performs other related work as
required.
TYPICAL DUTIES
As assigned, administers the Housing and Community Development grant program; prepares annual
application for funds; prepares quarterly and annual performance reports; develops and implements
affordable housing projects; represents City at meetings with City officials and other City and County
staff members; attends public meetings related to the H.C.D. program; works with other City departments
as required to ensure that projects are progressing; maintains accurate and detailed records; develops and
monitors CDBG and housing rehabilitation program budgets; evaluates and coordinates compliance with
applicable accessibility regulations; prepares and presents staff reports to City Council; administers the
City's Rental Dispute Fact Finding Program; administers the City's housing rehabilitation loan program
and prepares reports as necessary; works with financial institutions and the public in securing and
processing loans; and performs related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Graduation from college or university with a degree in Urban Planning,
Public Administration, or a related field, plus two years of housing and
community development grant administration experience or other closely
related experience.
Knowledge of:
General scope of the Housing and Community Development Act of 1974
and 20% Housing provisions of California Redevelopment Law;
principles of housing finance and rehabilitation.
Ability to:
Assemble, organize, and present in written or oral form statistical and/or
factual information derived from a variety of sources; establish and
maintain effective working relationships with other employees, municipal
officials, and the public; speak and write effectively; work independently
and use good judgment.

CITY OF CAMPBELL
BUILDING MAINTENANCE SUPERVISOR
DEFINITION
Under general direction, plans, supervises and assists in performance of a variety of building maintenance
activities, including supervision of capital projects, at City buildings; and performs related work as
required.
TYPICAL DUTIES
Schedules, assigns and supervises work of Building Maintenance employees; supervises, trains and
evaluates subordinates, including full-time building maintenance employees and temporary part-time
employees; prepares maintenance schedules and assigns work orders; is responsible for requisition and
control of inventories of supplies and equipment; obtains quotations for maintenance projects and
equipment and prepares purchasing documentation; is responsible for development of specifications for
and work performed by contractual custodial services and contractors performing repairs; investigates
maintenance problems reported by City employees or Community Center tenants; assists with a variety
of building maintenance activities which may include set-up activities, heating and air conditioning,
boiler, plumbing, electrical or pool maintenance, and painting; may be required to work evenings,
weekends and holidays; and performs other related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the twelfth grade. College and/or post-
secondary training in a related field is highly desirable. Five years of
responsible experience involving building maintenance and custodial
duties, including three years of experience in a supervisory capacity.
Knowledge of:
Methods, materials, tools and equipment used in building maintenance;
safety practices and equipment; principles and techniques of supervision.
Ability to:
Plan, supervise and assist with activities of a building maintenance
program; work well with limited supervision; prepare schedules, reports;
maintain records; follow oral and written directions; maintain effective
working relations; train and supervise personnel; work a flexible work
schedule which may include evenings, weekends and holidays.
Possession of:
Valid California Driver's License.
