RESOLUTION NO. 8433
BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CAMPBELL ENDORSING JOANNE BENJAMIN, OF THE TOWN OF LOS
GA TOS, AS REPRESENTATIVE FOR THE WEST V ALLEY CITIES TO THE
SANTA CLARA COUNTY CONGESTION MANAGEMENT AGENCY
(CMA) BOARD OF DIRECTORS AND BARBARA KOPPEL, OF THE CITY OF
CUPERTINO, AS ALTERNATE REPRESENTATIVE
WHEREAS, the State of California enacted into law AB 471 (Katz), Chapter
106, July 10, 1989, as SB 300 (Kopp), March 12, 1990, which, upon passage of
Proposition 111 on June 5, 1990, requires the development, adoption,
implementation and enforcement of a county-wide Congestion Management
Plan and the designation of an overseeing Congestion Management Planning
Agency for the development of a long-term, comprehensive transportation
program; and
WHEREAS, on May 15, 1990, the City Council of the City of Campbell adopted
Resolution Number 7931 agreeing to participate in a Congestion Management
Agency for Santa Clara County; and
WHEREAS, under the bylaws for Santa Clara County Congestion
Management Agency, adopted on December 19, 1990, the West Valley Cities of
Campbell, Cupertino, Los Gatos, Monte Sereno, and Saratoga select one
representative to the Santa Clara County Congestion Management Agency
Board of Directors for a two year term; and
WHEREAS, Councilman John Ashworth of the City of Campbell is the
current representative to the Santa Clara County Congestion Management
Agency Board of Directors for the West Valley Cities; and
WHEREAS, Councilman Ashworth's term on the Board of Directors as
representative of the West Valley Cities expires in January 1993; and
WHEREAS, the West Valley Cities have previously agreed to a system
establishing a rotation for representation on the Board of Directors to the
Santa Clara Congestion Management Agency; and
WHEREAS, under the agreement between the West Valley Cities, Joanne
Benjamin, of the Town of Los Gatos, will represent the Cities on the Santa
Clara County Congestion Management Agency Board of Directors, and
Barbara Koppel, of the City of Cupertino, will be the alternate representative.

NOW, THEREFORE, BE IT RESOLVED that the City Campbell endorses
Joanne Benjamin, of the Town of Los Gatos, as the West Valley Cities
representative to the Santa Clara County Congestion Management Agency
Board of Directors and Barbara Koppel, of the City of Cupertino, to be the
alternative representative.
