CC Resolution 8379 RESOLUTION NO. 8379 BEING A RESOLUTION APPROVING GRANT APPLICATION -- BAY AREA AIR QUALITY MANAGEMENT DISTRICT -- AB 434 FUNDS WHEREAS, the City Engineer presented a grant application for AB 434 funds for the Hamilton Interconnect Extension Project, a combination of Projects 91-17 and 91-18, to the City Council for approval. NOW, BE IT RESOLVED by the City Council that the City Engineer is hereby authorized to apply for the AB 434 funding for the Hamilton Interconnect Extension Project, Projects 91-17 and 91- 18, in accordance with the attached application. PROJECT DESCRIPTION This project, "Hamilton Interconnect Extension," is to interconnect four city traffic signals on Hamilton Avenue to be included in the existing Hamilton Interconnect System and to interconnect with the Santa Clara County intersection of San Tomas Expressway (STEX) at Hamilton Avenue. Work in this project includes design and installation of traffic signal interconnect conduits and cables on Hamilton Avenue from the Winchester Blvd intersection, through the Carlyn Avenue School crossing signal, through the Llewellyn Avenue intersection, through the STEX intersection, and to the Darryl Drive intersection. See the attached sketch for details of project locations. The objectives of this interconnection are: 1) to coordinate traffic signals on Hamilton Avenue between the City's and County's traffic signals to reduce current high percentages of stops at Hamilton Avenue and STEX; 2) to coordinate signal timing with the existing Hamilton Interconnect System which extends easterly from Winchester Blvd to April Way intersection. proiect Schedule The design of this project is being initiated by the city. The schedule of this project indicates the design completion date by November 6, 1992. If the BAAQMD funding is approved at or before that time, the current schedule is to advertise for bids in December 1992, award contract in February 1993, and complete the construction by April 1993. Please see the attached project schedule. III. INFORMATION FOR ESTIMATING EMISSIONS REDUCTION 1. Roadway length to be interconnected = 3800 feet. 2. Average daily traffic = 33,000 vehicles per 24-hour. 3. Existing average speed = 20 mph Estimated future average speed = 23 mph 4. Existing emission factor, Predicted emission factor, CO = 25.85 CO = 23 HC = 2.08 HC = 1.84 NOx = 1.88 NOx = 1.82 5&6. Existing emissions, Predicted emissions, CO = 613,940 CO = 546,250 HC = 49,400 HC = 43,700 NOx = 44,650 NOx = 43,225 7. Emission reductions = 74,815 grams per day = 0.082 tons per day = 30.07 tons per year 8. Estimated total project cost = $80,000 Cost effectiveness = $80,000/44.3 = $2660/ton/year V. OTHER 1. will the proposed proj ect be widely used or seen by the public? Yes. This project is located at one of the major arterials in the city and crossing one of the major expressways in the County. Approximately 41 to 60 percent of the City's population drive through this project location. The project will be described in the City's quarterly newspaper mailed to all Campbell residents and merchants. 2. Does proposed project have the potential for broad application of results? Yes. Almost every city in the Santa Clara County has arterial streets crossing county expressways. The traffic signals on the expressways are usually coordinated for the traffic flow on the expressways only. Traffic to and from the crossing streets has high percentages of stopping rates at the County signals. This project is designed to minimize this situation by interconnecting city signals with the County signal. The city signal controllers can be programmed to respond to the electronic pulse from the County signal controller and provide green progression for traffic on the city street. 3. Is proposed project consistent with County Congestion Management Program? Yes. This project is designed to improve traffic flow and reduce congestion, stops, delay, and fuel consumption without physically widening the roadway. 4. Does your agency have policies demonstrating a Clean Air Planning Commitment? Yes. The City of Campbell adopted an air quality element in its general plan on June 8, 1987. See the attached copy of the air quality element. 5. Is a copy of resolution from Governing Board authorizing this application attached? Goals/Objectives. 1. To focus on the incremental impact of new development as it relates to air quality in terms of both: a) Direct sources of pollution such as electronics research and development and manufacturing uses. b) Indirect sources of pollution such as housing, shopping, and office developments. 2. Within the City's abilities, to work with the Bay Area Air Quality Management District and other agencies in efforts to maintain or improve air quality, and to help achieve air quality standards within the target dates prescribed by law. 3. To provide for development in the community that is consistent with the adopted General Plan, while not contributing to a significant decline in air quality. 4. To emphasize air quality as a factor to be considered in the review of a proposed project's Environmental Impact. 5.
