RESOLUTION NO. 8356
BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
MODIFYING SCHEDULE OF FEES AND APPROVING
ADMINISTRATIVE GUIDELINES FOR TRAFFIC IMPACT ASSESSMENTS
WHEREAS, the city maintains current traffic data and the Campbell
Traffic Model to support normal city traffic engineering activities
as well as the review of traffic impacts from development
proposals; and
WHEREAS, the Santa Clara County Congestion Management Agency
requires the reporting of significant development approved by the
City of Campbell including traffic impact assessments; and
WHEREAS, the City Council finds the fee schedule attached and made
a part of this Resolution accurately represents the costs incurred
in providing traffic engineering services for traffic impact
assessments; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Campbell hereby adopts the attached modifications to the schedule
of fees to be paid to the City by all persons choosing to purchase
City traffic engineering services for traffic impact assessments
marked Exhibit A, and effective August 1, 1992.
BE IT FURTHER RESOLVED that this Resolution be made an addendum to
the City Council Policy Manual.

SCHEDULE OF FEES FOR TRAFFIC ENGINEERING SERVICES
The City of Campbell, Public Works Department offers traffic
engineering services to the public as follows:
Intersection Turn Counts (two hour count)

* assumes 24 hours @ $46jhour (full-scope), and 8 hours @
$46jhour (reduced-scope) plus allocated costs. Actual hours
will be used @ $46jhour. Included in full scope are
allocated model update costs of $1,000 for full-scope and
$330 for reduced-scope model runs.
Modelinq Services:
Full-Scope impact assessments includes inserting the new
traffic analysis zone and appropriate links into the network.
Trip generation for the new zone would be developed within the
model based upon ITE Trip Generation as well as the model trip
generation formulae. The model will be run for both the a.m.
and p.m. peak hours for existing, baseline and horizon year
scenarios with and wi thout the proposed development. CMA
intersections and SR 17 will be examined to determine which of
them the project will impact and cause a 1% or greater
increase in Intersection Capacity utilization (ICU) through
the project increment trips. Specific volumes for the project,
and shifts in baseline volumes (ie., existing and approved
trips on the network displaced by project trips) will be
transmitted to the developer' traffic consultant for further
analysis.
Reduced-Scope impact assessments will include the insertion of
a new traffic analysis zone and appropriate links into the
Campbell Traffic Model. Trip generation would be completed
based upon ITE Trip Generation as well as the model trip
generation formulae. The model will be run for the a.m. and
p.m. peak for baseline conditions. The results will be
transmitted to the developer's traffic consultant for further
analysis.
