A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CAMPBELL AUTHORIZING A JOINT PUBLIC HEARING OF
THE CITY OF CAMPBELL REDEVELOPMENT AGENCY AND
THE CITY COUNCIL OF THE CITY OF CAMPBELL
WHEREAS, the City Council of the City of Campbell (the "City
Council") has been informed by the City of Campbell Redevelopment
Agency (the "Agency") that a Second Amended and Restated Central
Campbell Redevelopment Plan (the "Amended Plan") and Report
thereon have been prepared. The Report on the Amended Plan
includes the Environmental Impact Report for the Project; and
WHEREAS, the Agency has submitted copies of the Amended Plan
and Report to this Council for its review; and
WHEREAS, there is a need for a joint public hearing with the
Agency to consider the Amended Plan and Report, and to have
interested groups and citizens be heard on the Amended Plan and
Report.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Campbell hereby approves the convening of a joint public
hearing with the Agency on May 5, 1992, at 7:30 p.m. in the City
Council Chambers located at 70 North First Street, Campbell,
California for purposes of considering the aforesaid Amended Plan
and Report thereon.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to publish in cooperation with the Agency the "Legal
Notice - Joint Public Hearing" which has been prepared by Agency
staff, generally in the form attached hereto as Exhibit A and by
this reference incorporated herein, not less than once a week for
four successive weeks in the Campbell Express, a newspaper of
general circulation published in Santa Clara County and
circulated in the City of Campbell.
BE IT FURTHER RESOLVED that the City Council hereby directs
the City Clerk to cooperate with the Agency in mailing a copy of
the aforesaid Notice to the last known assessee of each parcel of
land in the area designated in the Central Campbell Redevelopment
Project Area (the "Project Area"), at the assessee's last known
address as shown on the last equalized roll of Santa Clara County.
BE IT FURTHER RESOLVED that the city council hereby directs
the city Clerk to cooperated with the Agency in mailing a copy of
the aforesaid Notice to the governing body of each of the taxing
agencies which levies taxes upon any property in the Project
Area.

LEGAL NOTICE
JOINT PUBLIC HEARING ON
THE SECOND AMENDED AND RESTATED
CENTRAL CAMPBELL REDEVELOPMENT PLAN
AND THE FINAL ENVIRONMENTAL IMPACT REPORT
PREPARED THEREFOR
NOTICE IS HEREBY GIVEN that the City Council of the City of
Campbell (the "City Council") and the City of Campbell
Redevelopment Agency (the "Agency") will hold a joint public
hearing on Tuesday May 5, 1992 at 7:30 p.m. in the City Council
Chambers, located at 70 North First street, Campbell, California.
The hearing may be continued from time to time until completed.
Any person desiring the opportunity to be heard will be afforded an
opportunity to do so.
The purpose of the hearing is to consider the proposed
amendments to the First Amended and Restated Central Campbell
Redevelopment Plan (the "Redevelopment Plan"). The proposed
amendments will be incorporated in the Redevelopment Plan in the
form of the Second Amended and Restated Central Campbell
Redevelopment Plan (the "Amended Plan"). The Amended Plan
authorizes the continued undertaking of a redevelopment project
within the boundaries of the Central Campbell Redevelopment Project
Area (the "Project Area") pursuant to the California Community
Redevelopment Law. A further purpose of the hearing is to consider
the certification of the Environmental Impact Report (the "EIR")
for the Amended Plan prepared pursuant to State Law.
The purposes of the amendments in the proposed Amended Plan
are as follows:
(1) to expand the Central Campbell Redevelopment Project Area
to include the McGlincey Lane Amendment Area (please refer to
attached map for location of the already existing Project Area and
the McGlincey Lane Amendment Area that is proposed to be added to
the Project Area at this time);
(2) to add specific Agency activities to assist redevelopment
of the McGlincey Lane Amendment Area including possible development
of a retail center, in-fill industrial development, possible
development of a new City and Campbell Union School District
maintenance yard, conversion of Cristich Lane from a private street
to a public street, and provision of various other infrastructure
improvements; and
(3) to revise the fiscal limits allowed under the
Redevelopment Plan to finance the cost of the described new
redevelopment activities in the McGlincey Lane Amendment Area and
the increased cost of previously approved redevelopment activities
in the already existing Project Area.

The proposed redevelopment project, pursuant to the Amended
Plan, will be an ongoing undertaking of the Agency.
The Project Area is situated in the City of Campbell, County
of Santa Clara, State of California, and is more particularly
described in the Legal Description and Map which follows this Legal
Notice.
Any and all persons having comments in favor of or objections
to the proposed Amended Plan or those who wish to challenge the
regularity of any prior proceeding or who wish to speak to any
issue raised by the EIR may appear at the hearing and show cause
why the proposed Amended Plan should or should not be adopted. In
addition, at any time not later than the time set forth for the
hearing on the Amended Plan, any person may file in writing with
the Clerk of the City Council of the City of Campbell a statement
of comments on or objections to the proposed Amended Plan and EIR.
If any person desires to challenge in court the adoption of
the proposed Amended Plan, the proposed certification of the EIR or
any proceedings in connection therewith, they may be limited to
raising only those issues that they or someone else raised at the
hearing described in this notice, or in written correspondence
delivered to the City Councilor Agency at, or prior to, the public
hearing.
In accordance with the California Community Redevelopment Law,
the Agency has prepared a Report on the Amended Plan and has
adopted and made available for public inspection rules to implement
operation of preferential treatment for persons who are engaged in
a business in the Project Area as well as rules to implement the
requirements for participation by owners of property in the Project
Area in the redevelopment process.
Furthermore, the Report on the Amended Plan will be open for
discussion at the hearing. The Amended Plan, the EIR, the Rules
for Business Tenant Preference and Owner Participation, and the
Report on the Amended Plan are now available for inspection in the
offices of the Agency, located at 70 North First Street, Campbell,
California.
This Notice is published pursuant to order of the City Council
of the City of Campbell and the City of Campbell Redevelopment
Agency.
