RESOLUTION NO. 8219
A RESOLUTION AMENDING THE
CLASSIFICATION AND SALARY PLAN
WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell
Municipal Code to prepare and submit to the City Council recommendations for
the reorganization of offices, departments, and positions which are considered
to be in the best interest of efficient, effective, and economical conduct of
the municipal services provided by the City; and
WHEREAS, a review has been conducted; and
WHEREAS, an amendment to the current Classification and Salary Plan is
needed to meet the requirements of Municipal Code Section 2.12.030.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Campbell does hereby approve the revised job description for the position of
Police Agent (see Attachment A), the new job description of Fire Prevention
Officer at Salary Range #1638 (see Attachment B), the new job description of
Associate Planner at Salary Range #1786 (see Attachment C) and reclassification
of Planner II, Tim Haley, to the new classification of Associate Planner.

CITY OF CAMPBELL
POLICE AGENT
DEFINITION
Under supervision of a sergeant or police manager, to perform law
enforcement duties and, in addition to normal patrol functions, basic
crime investigation and traffic enforcement work in an assigned division;
to assume the full responsibilities of a sergeant when assigned or in the
sergeant's absence; and to do related work as required.
TYPICAL DUTIES
As assigned, undertakes duties more complex than normally handled by
persons in the Police Officer classification; assumes supervisory duties
in the absence of the supervisor including scheduling of personnel,
insuring proper discipline, and evaluating personnel; processes crime
scenes using specialized equipment; conducts specialized crime and traffic
investigations; participates in crime and incident reporting,
investigating of crimes, evidence collection, and apprehension and
processing of adult and juvenile suspects; prepares for and appears in
court to present evidence and testimony; acts as liaison between groups
within the community; gathers intelligence on criminal activity within the
community.
EMPLOYMENT STANDARDS
Education & Experience: An AA degree or 60 semester college units p~us
Basic P.O.S.T. Certificate, and three years law
enforcement experience.
Knowledge of: Investigative techniques; fingerprinting;
photography; and a working knowledge of the rules
of evidence at crime scenes; computerization of
records, including the Department's computer
system; Police Information Network and National
Criminal Justice System; new methods and
techniques of crime investigation; and
supervisory principles.
Ability to: Schedule, organize, and supervise the work of
subordinates; utilize and prepare information for
police computer systems; prepare and deliver
educational talks and conduct classes relating to
the Department's functions; maintain necessary
skills.
Possession of: Valid California Driver's License

SALARY RANGE: 1638
CITY OF CAMPBELL
FIRE PREVENTION OFFICER
DEFINITION
Under direction of the Deputy Chief, the Fire Prevention Officer performs
technical inspection and investigative work in enforcing fire prevention
laws, ordinances, and regulations; may perform duties of a hazardous
materials inspector; and may respond to fire calls to investigate fire
cause.
TYPICAL DUTIES
Enforces fire safety standards in the construction, operation and
maintenance of commercial and industrial establishments and in the storage
and handling of hazardous materials; inspects buildings and structures for
compliance with fire codes, ordinances and regulations concerning design,
construction, and the installation of fire protection equipment; inspects
and makes fire safety recommendations for schools, hospitals, health care
facilities and other institutions; enforces fire safety regulations,
investigates fire cause, determines point of origin, gathers evidence of
arson or suspicious circumstances, identifies responsible party and
prepares reports of findings; investigates complaints of fire hazards,
prepares reports and corresponds with property owner to attain
corrections; reviews building plans and specifications for compliance with
fire and safety codes, confers with architects, engineers and contractors
and offers recommendations in building design and construction; provides
technical assistance to Fire Department personnel in interpretation and
enforcement of fire codes and other fire prevention or safety regulations;
performs fire prevention public relations activities and conducts fire
safety educational programs; maintains records and prepares reports; and
performs other duties as assigned.
EMPLOYMENT STANDARDS
Education and Experience:
Three years full-time paid experience in fire
prevention or fire suppression; or an AA
degree in Fire Science and two years
full-time paid experience in fire prevention
or fire suppression. A bachelors degree in
public administration, business
administration, fire administration, fire
protection or related field is desired.
Knowledge of:
Modern principles, practices and procedures
of fire prevention and inspection; local,
state and national fire and safety codes;
hazardous materials storage and handling
regulations;
Ability to:
Enforce fire safety and hazardous materials
codes and regulations; conduct fire
inspections; perform fire investigations;
provide public education programs; work
effectively with other City staff, property
owners, and the general public; communicate
effectively orally and in writing;
Possession of:
Valid California Driver's License
Proof of completion of requirements as
described in California Penal Code, Section
832 or ability to obtain within 90 days of
date of hire.

CITY OF CAMPBELL
ASSOCIATE PLANNER
DEFINITION
Under direction, performs moderately difficult professional planning duties in
advanced and current planning projects and programs.
TYPICAL DUTIES
Works on special studies and long-range planning projects; manages long-range
planning projects; directs and oversees other professional and technical
personnel on specific projects; prepares reports for Planning Commission and
City Council; represents the Department of Planning at public meetings and
public groups; presents planning and zoning matters to the Planning Commission
and City Council; may oversee a functional program area such as development
application processing, census coordination, or ordinance preparation; meets
with and advises property owners and developers on planning requirements;
reviews and processes development applications; coordinates Department
activities with other City departments and outside agencies; may supervise
subordinate professional and technical personnel; oversees research and data
collection for reports and projects; supervises and manages consultants as
necessary; and performs other duties as required.
EMPLOYMENT STANDARDS
Education and Experience: Graduation from an accredited university or college
with a degree in city planning or a closely related
field and three years of increasingly responsible
professional planning experience. A masters degree
in city planning may be substituted for one year of
experience.
Knowledge of: Principles and practices of city planning and urban
design; role and function of general plans and
zoning ordinances; municipal finance; environmental
review; planning and land use law; project
management; research methods and report preparation;
recent developments and current literature in
planning and urban design.
Ability to: Write accurate and concise technical reports and
memoranda; organize, supervise, and implement
significant land use studies and present conclusion
and recommendations clearly in written and graphic
form; work effectively with architects, developers,
citizens, and City officials; make effective verbal
presentations to City Council, Planning Commission,
and citizen groups.
Possession of: Valid California Driver's License. Possession of
AICP certification is highly desirable.
