CC Resolution 8199 RESOLUTION NO. 8199 A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, the city Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective, and economical conduct of the municipal services provided by the City; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the reclassification of the management position of Fire Marshal to the management position of Deputy Fire Chief at salary range #2453 (see attached job description marked "Exhibit A"). " f "/ ' . / "/) ) ,_~.1, /, - {/,/ /7 ' ,/ /" ,." ~~ ' ./' }'.llf(iZ/2 I~._U//#(,j~ .,:{./ Barbara Olsasky, City Clerk EXHIBIT A CITY OF CAMPBELL DEPUTY FIRE CHIEF DEFINITION Under general direction of the Fire Chief, plans, coordinates, and directs the work of the Fire Prevention Bureau and oversees the business office function of the Fire Department; directs the Department's public education program and the City's disaster preparedness program; assumes full command responsibility for Fire Department operations in the absence of the Fire Chief; and does related work as required. TYPICAL DUTIES Serving as Fire Marshal, plans, coordinates, manages, and directs the activities of the Fire Prevention Bureau; oversees the Department's business office function; administers the enforcement of related fire codes, ordinances, and statutes; administers the fire code permit program and related City Ordinances; administers and conducts fire investigations; prepares prosecution information for legal actions and gives expert testimony in court; manages the building plan check system to insure compliance with fire and life safety requirements; supervises and participates in the inspection of buildings to eliminate hazards; directs the public education program and advises the public on fire safety regulations and ordinances; trains department personnel in prevention practices and conducts research on special fire prevention needs; coordinates the City-wide disaster preparedness program including maintaining the City's Emergency Plan document; prepares news releases and assists in preparing the annual report and the annual budget; is subject to emergency calls while off duty; and undertakes other duties as assigned by the Fire Chief. EMPLOYMENT STANDARDS Education and Experience: Graduation from college with a bachelor's degree in Fire Administration, Fire Protection, Public Administration, or related field plus six years increasingly reponsible experience in a paid fire department with at least two years in a chief officer position (Fire Prevention Bureau administrative experience highly desirable) OR an AA degree in Fire Science plus eight years increasingly responsible experience in a paid fire department with at least two years as a company officer and two years in a chief officer position (Fire Prevention Bureau administrative experience highly desirable). -over- Knowledge of: Modern principles, practices and techniques of fire department administration, organization and operation; principles, practices and techniques of fire prevention, inspection, and investigation; building construction and fire and building codes and regulations; hazardous materials response and control; City-wide disaster planning; computerized office systems; supervisory and management principles and techniques. Ability to: Plan, direct, and participate in fire investigation, inspection, and prevention activities; direct operations of personnel and equipment under emergency conditions; exercise sound independent judgment; train and supervise subordinate personnel; establish and maintain effective working relationships with other employees, officials, and the public; speak and write clearly and effectively.
