PC Res 2905RESOLUTION NO. 2905 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMENDING APPROVAL OF A MODIFICATION TO A PREVIOUSLY-APPROVED SITE PLAN ALLOWING THE EXPANSION OF A PARKING AREA ON PROPERTY LOCATED AT 1920 S. BASCOM AVENUE. APPLICATION OF MS. DIANE WATERS, MONIGHAN & ASSOCIATES ARCHITECTS, ON BEHALF OF TOWER RECORDS. FILE NO. M 94-01. After notification and Hearing on the application of Ms. Diane Waters, Monigham & Associates Architects, on behalf of Tower Records, for a modification to a Condition of Approval to a previously-approved site plan allowing the expansion of a parking area on property located at 1920 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District, as per the application filed in the Planning Department on January 18, 1994; and, after presentation by City Staff, proponents and opponents, the hearing was dosed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to File No. M 94-01: The proposal is consistent with the General Plan which indicates commercial land uses for this area. The proposed 27 percent landscaping adequately addresses the landscape requirements of this project. o The proposed parking and circulation with recommended changes adequately addresses the landscape requirements of this project and the standards for parking lots. Based upon the foregoing findings of fact, the Council further finds and concludes that: The proposed project, subject to the conditions imposed, is consistent with the General Plan; and o The proposed project, subject to the conditions imposed, is consistent with the General Commercial Zoning Ordinance requirements relating to parking and landscape standards; and Resolution No. 2905 M 94-01 --1920 $. Bascom Avenue Adopted on March 8, 1994 Page 2 o The proposed project will aid in the harmonious development of the immediate area; and The proposal complies with the purpose of the Site and Architectural Review Area to enhance the character and integrity of the surrounding neighborhood. Approval is effective ten days after decision of approval of the Planning Commission, unless an appeal is filed. Further, the applicant is notified as part of this application that he is required to comply with all applicable Codes and Ordinances of the City of Campbell and the State of California that pertain to this development and are not herein specified. Approved Project: Approval is granted for the establishment of a parking lot on property located at 1920 S. Bascom Avenue. The project shall substantially comply with the plan submittal dated November 1993, prepared by Monighan & Associates consisting of six sheets. Revised parking lot plan to reflect the following changes: A. Provision of an eight foot wide landscape area at the rear of the property with compact parking spaces. B. Elimination of the driveway connection to the south of the project site to the adjacent commercial development. C. Provision of a 25 foot landscape area behind the public sidewalk. Plan to be submitted and approved by the Community Development Director prior to commencement of construction. Landscaping: Four copies of a revised landscaping plan indicating type and size of plant material, planting details and irrigation system to be submitted to the Community Development Department prior to issuance of building permits. Landscape plan to address the following: A. Provision of street trees per streetscape standards providing an additional tree well and London Plane trees along Bascom Avenue. B. Reflect changes in the parking layout. Underground Utilities: Underground utilities to be provided as required by Section 20.36.150 of the Campbell Municipal Code. Connections: Plans submitted to the Building Division for plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables, etc. (Building) Performance Bond: Applicant to either 1) post a faithful performance bond in the amount of $10,000 to ensure landscaping, fencing and striping of parking areas within 3 months of completion of construction; or 2) file a written agreement to complete landscaping, fencing and striping of parking areas. Bond or agreement to be filed prior to application for a building permit. (Planning) Lighting Plan: Applicant to submit a lighting plan for review and approval of the Planning Director demonstrating that security and parking lot lighting does not create glare or unreasonably impair the use of adjoining properties prior to issuance of building permits. (Planning) Parking and Driveways: All parking and driveway areas to be developed in compliance with Chapter 21.50 of the Campbell Municipal Code. All parking spaces to be provided with appropriate concrete curbs or bumper guards. (Planning) Property Maintenance: The property is to be maintained free of any combustible trash, debris and weeds, until the time that actual construction commences. All existing structures shall be secured by having windows boarded up and doors sealed shut, or be demolished or removed from the property (Section 11.201 & 11.414, 1985 Ed. Uniform Fire Code.) (Fire) Handicapped Requirements: Applicant shall comply with all appropriate State and City requirements for the handicapped. (Building) Encroachment Fees: Applicant shall submit plans, pay fees, post surety and obtain an encroachment permit for driveway relocation, electrolier replacement and all other work in the public right-of-way. All construction in the public right-of-way must be completed prior to May 1, 1994, unless other arrangements have been made to have the work included in the Bascom Avenue overlay and interconnect project with is currently being managed by the Campbell Engineering Division. (Public Works) Grading and Drainage Plan: Submit three copies of a grading and drainage plan for review by the City Engineer. The storm drainage for this site must be connected to the underground storm drainage system in Bascom Avenue. All construction in the public right-of-way must be completed prior to Resolution No. 2905 M 94-01 --1920 S. Bascom Avenue Adopted on March 8, 1994 Page4 May 1, 1994, unless other arrangements have been made to have the work included in the Bascom Avenue overlay and interconnect project with is currently being managed by the Campbell Engineering Division.
