A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL COMMENDING
KIRK E. HEINRICHS FOR SEVENTEEN AND A HALF YEARS OF SERVICE
WHEREAS, Kirk E. Heinrichs began as Campbell's Redevelopment Coordinator in 1994;
served as Interim RDA Manager until permanent appointment as RDA Manager in 1997; and
became Community Development Director in April 2009, while also continuing to oversee the
Redevelopment Agency's activities through its dissolution date of February 1, 2012; and
WHEREAS, Kirk led the Redevelopment Agency (RDA), and later the Community Development
Department, during which time many pivotal projects were accomplished that enhanced the City
of Campbell including RDA's acquisition of the former Winchester drive-in site on which a
Research & Development complex was constructed and a partnership between RDA and
Summer Hill Homes to redevelop 3.5-acres of industrial property near downtown with 51 single-
family homes (eight affordable); and
WHEREAS, many other projects helped improve Campbell's Historic Downtown core including
the Sonoma Chicken Coop/Villa Ragusa building that introduced a large banquet facility and a
vibrant family-friendly restaurant; the acquisition of land and construction of a 301-space parking
garage (2002); a mixed-use development (Downtown Master Development Site) with
condominium units above retail space; the completion of the Marriott Hotel at Creekside &
Hamilton; as well as the introduction of the regionally popular Downtown Campbell Farmer's
Market held every Sunday that draws shoppers to Campbell from a wide area; and
WHEREAS, many much-needed affordable housing units were created during Kirk's tenure
including the redevelopment of blighted industrial properties into 348 apartments (70 affordable)
in 1994; three units on Cannery Circle (1999); a total of six Habitat for Humanity homes built on
City-owned properties on Grant (2000) and Victor/Campbell Avenues (2002); the recent
conversion of three market rate units into BMR units within the existing mixed-use building
downtown (2011); and the currently under-construction Water District Property on which 24
affordable first-time homebuyer townhomes will soon be completed (2012); and
WHEREAS, major projects currently under construction include the Merrill Gardens senior
housing project and the former Oddfellow's site at Campbell Avenue and First Street soon to
draw new retail and restaurant uses to Campbell's vibrant downtown.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
expresses its thanks and admiration to Kirk E. Heinrichs for 17.5 years of exemplary and
dedicated service to the City. Kirk's efforts will have a positive impact well into the future and
can serve as his lasting legacy to the community.
