CC Resolution 8048~~ ~, RESOLUTION N0. 8048 A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective, and economical conduct of the municipal services provided by the City; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve a new job specification of Deputy Public Works Director (as described on Exhibit A), reclassification of the Engineering Manager position to City Engineer (as described on Exhibit B), reclassification of the Associate Civil Engineer - Design and Construction Section to Senior Civil Engineer (as described on Exhibit C), the revised job descriptions for Junior Engineer (Exhibit D), Assistant Engineer (Exhibit E) and Associate Civil Engineer (Exhibit F), adjustment of the salary range for Traffic Engineer to the equivalent of Senior Civil Engineer and addition of a permanent half-time Clerk-Typist position in the Engineering Division of the Public Works Department. Acts for and represents the Public Works Department and the Director. TYPICAL DUTIES As a senior staff advisor to the Public Works Director, takes general assignments from the Director to research, analyze, monitor and report on projects and programs within and outside the department and City. Organizes the approach and response to demands placed on the department, needs of the operating divisions, opportunities available to the department, department resources and department performance. Develops department policy and program alternatives and makes recommendations to the Director. Coordinates activities of divisions involved in various programs; provides assistance to division managers as directed, develops department administrative programs and policies. Analyzes Federal, State and local regulations and programs and defines local involvement. Represents the Director in inter-agency activities and in City events as appropriate. Prepares analyses, reports, correspondence and recommendations and makes verbal presentations; may substitute for the Director of Public Works in the Director's absence. EMPLOYMENT STANDARDS Education and Experience: Graduation from college with a bachelor's degree, preferably in engineering or a related field; Masters degree desirable. Five years of responsible management, public administration or public works experience. Knowledge of: Management, analytical legal and administrative practices as applicable in public works. Ability to: Receive, understand and implement complex instructions, operate independently, coordinate with staff from diverse backgrounds, analyze complex issues, prepare direct, concise and accurate reports, and work effectively with citizens and City officials. Possession of: Valid California Drivers License Est. 12/90 Exhibit B CITY OF CAMPBELL CITY ENGINEER DEFINITION Under direction of the Public Works Director, to plan and manage the activities of the Engineering Division of the Public Works Department; and to do related work as required. TYPICAL DUTIES Plans, organizes, assigns, manages and evaluates the activities of the Engineering Division; manages division personnel, consultant and contract resources; participates with other department managers to develop, plan, implement and report the department`s goals; leads, directs, monitors and evaluates division staff and provides for their training and professional development; clarifies roles and responsibilities of division staff in meeting Engineering Division goals and facilitates goal setting, scheduling and monitoring of Public Works projects; promotes communication within the division, department, other city departments and outside agencies; participates in the development, planning, financing, design, administration and construction of significant and complex Public Works projects; sets priorities for allocation of division resources on the basis o€ department and city policies, direction from the Public Works Director, City Manager and City Council, relative need and cost effectiveness; consults with contractors, engineers and public officials on Public Works projects issues; prepares and administers the division's budget; prepares and/or directs preparation of analyses, reports and correspondence; advises citizen groups; and may serve as the Public Works staff advisor to the Planning Commission. TYPICAL DUTIES As the program manager of the Design and Construction section, plans, organizes, assigns and manages the work of the section; manages personnel and consultants and administers consultant design and construction contracts; coordinates the section's work with other sections, divisions, departments and outside agencies; evaluates the section's workload and makes necessary adjustments in priorities in collaboration with division and department managers; performs independent research on engineering problems requiring considerable knowledge of engineering science and practice; assists in developing policies for the department; develops, designs, estimates, coordinates and administers major and/or difficult public works projects; develops, directs and reviews standards far design of public works facilities including streets, storm drains, roadway structures, traffic safety and control devices, and recreational facilities; administers, reviews and accomplishes environmental impact analysis for city projects and private development; directs and participates in the review and checking of private land development proposals, plans, maps, and calculations; monitors progress of and reviews upon completion the work of the section; prepares capital improvement project proposals including scope, cost and financing of projects; prepares requests for proposals for consultants' work and manages work plans, schedules, receivables and work of consultants; consults with contractors, builders, engineers and public officials on capital improvement project issues; advises citizen groups on department activities; develops and manages public information programs for section projects; collects and maintains appropriate data, schedules and records; prepares budget proposals and administers the approved section budget; prepares correspondence and reports; trains, develops and evaluates engineers, technicians, and assistants; and performs other related duties as required. TYPICAL DUTIES Assists in the design and preparation of plans, specifications, and estimates for the maintenance and construction of public improvement projects; assists the public with questions involving engineering problems; does research on property ownership and boundaries necessary in securing easements, rights-of-way and titles; checks construction plans and record maps against established standards for conformity; may assist in the supervision of personnel. EMPLOYMENT STANDARDS Education and Experience: Graduation from an accredited college or university with a major in civil or traffic engineering and no experience; OR two years of college and three years civil or traffic engineering experience plus an EIT Certificate. Knowledge of: Principles, practices and methods of civil or traffic engineering as applied to the design and construction of streets, traffic signal systems and related municipal facilities. Ability to: Prepare engineering plans and specifications; make accurate engineering computations and drawings. Possession of: Valid California Driver's License. Rev. 9/70 Rev. 5/75 Rev. 12/90 CITY OF CAMPBELL ASSISTANT ENGINEER DEFINITION Exhibit E Under direction, to perform civil and/or traffic engineering work of average difficulty in the development, design and construction, and maintenance of streets, traffic signals, street lighting, traffic control devices, drainage systems, and a variety of municipal projects and facilities; and to do related work as required. TYPICAL DUTIES Performs a variety of tasks leading to and including the implementation of municipal public works projects, programs, and services including research and development, analysis and administration, and preparing proposals and budgets; prepares engineering designs, reports, drawings, estimates, and schedules in connection with the construction and maintenance of engineering projects which may include streets, storm drains, traffic signals, street lighting, traffic control devices and related facilities; confers with supervisors during preliminary and design stages of work, and discusses technical and policy problems; makes preliminary design studies to determine the most economical and satisfactory installation for a given location; works with personnel from other City departments and public agencies, as well as from consulting firms and the public in coordinating engineering activities with related work programs; may supervise engineering personnel, consultants, and contractors; performs construction administration and inspection; and performs related duties as assigned. Education and Experience: Bachelor's degree in civil or transportation engineering plus two years professional level engineering experience; OR an E.I.T. Certificate plus two years college and four years professional level engineering experience; OR a Master's degree in engineering and one year of professional level engineering experience. Knowledge of: Principles, practices and methods of civil or traffic engineering as applied to the design and construction of streets and related municipal facilities; computers as used in design, construction and maintenance.
