CC Resolution 8021RESOLUTION N0. 8021 BEING A RESOLUTION AUTHORIZING THE PUBLIC WORKS DIRECTOR TO ENTER INTO A CONTRACT FOR PRELIMINARY ENGINEERING AND RIGHT- OF-WAY SERVICES FOR CRISTICH LANE WHEREAS, there has been submitted to the City Council, a contract to employ preliminary engineering and right-of-way services for the improvement of Cristich Lane; and WHEREAS, the terms of the contract and the engineering service herein referred to are satisfactory to the City Council; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell that CH2M HILL be employed in accordance with the conditions of said contract; and BE IT FURTHER RESOLVED that the Director of Public Works be authorized and directed to enter into the said contract on behalf of the City of Campbell. Currently, Cristich Lane is a 1.500-foot long, paved alley/street crossing several private parcels by means of recipro- cal ingress-egress easements. The Ciry proposes to improve this facility to a full stan- dard public street. This improvement will impact existing diagonal parking and may impact private structural improvements along the proposed street alignment. To assess the project impacts on existing properties, establish right-of-way and estimated con- struction costs, the City proposes to undertake a feasibility study for the improvement of Cristich Lane. Following the feasibility study, the City may elect to proceed with final design and construction of the Cristich Lane improvements. CH2M HILL has met with Bill Helms to discuss the scope of services, has conducted a walk-through of the project site, and believe we have a good understanding of the pro- ject requirements. We are prepared to commit the necessary design, survey, and con- struction management services for a successful project. Members of the proposed project team have an established working relationship with the City, a thorough under- standing of the project elements, and a wealth of experience on similar projects. For the Cristich Lane project, Bruce McClish will serve as project manager and Cynthia Potter will be project engineer. Mr. McClish has recently completed the Los Gatos Creek Bike Path for the City and has an established rapport with City staff. Ms. Potter has over eieht years of design experience on transportation projects ranging from city street improvements to highway design. Don Lawrie, of Lawrie and Associates, will analyze right-of-way impacts and acquisition costs. Mr. Lawrie is the Former head of the real estate department at the Santa Clara Valley Water District and has extensive experience with public land acqui- sition requirements., Professional engineering and surveying services will be provided for the study and de- sign of the Cristich Lane improvements for the City. The services to be provided have been divided into flue tasks as described in the following sections. 1) Management and Administration 2) Preliminary Engineering 3) Final Design 4) Services During Bidding 5) Services During Construction L0 l1ANAGEMENT AND ADMINISTRATION Management and administration will consist of the management functions required for this project. These functions include project management, project administration, and quality control. 2.0 PRELIMINARY ENGINEERING Preliminary engineering will consist of the preliminary work required to determine the street alignment, funding options, real estate impacts, parking impacts, and to develop construction cost estimates. 2.1 Survey CH2M HILL will conduct an aerial photogrammetric survey, resulting in a 20-scale planimetric map to be used for study and design. The aerial survey will be supplement- ed by a field survey to obtain cross-sections at ~0-foot intervals and to locate major topographic features, building corners, and selected property corners. 2 ~ Research and Data Collection Research and data collection will include Qathering existing as-built plans, assessor's maps, right-of-way maps, and records of surveys. The City will provide title reports for affected properties. 23 Right-of-Way Analysis A right-of-way investigation and analysis will be conducted to determine parcels re- quired for the project and to establish an estimate of acquisition and relocation costs. Based on the preliminary street alignment, CH2M HILL will determine areas and di- mensions of parcels to be acquired. (Legal descriptions and plats will not be prepared at this time; rather, these will be prepared as part of the Final Design phase of work.) Using the acquisition map, acquisition and relocation costs will be established. These costs will be an estimate only and are not intended as a property appraisal for negotia- tion purposes. 2.4 Funding Study A study will be conducted to analyze the various funding options available to the City for acquisition and construction of Cristich Lane. Funding options may include city funded, developer funded, combined city/developer funded, or creation of a Benefit/ Assessment District. A report will be produced to present the results of the study. 2.5 Preliminary Design Preliminary design will include development of the centerline alignment for the pro- posed 58-foot right-of-way, consisting of a d4-foot street (face of curb to face of curb) with 7-foot sidewalks. This subtask will include determining the scope of improvements to be constructed such as demolition and removal, drainage and paving, street lighting, and fire hydrants. Impacts to on-street parking will also be examined. Also included will be an estimate of probable construction cost for the preliminary street alignment. During this preliminary design phase, CH2M HILL will work closely with the City and obtain the .City's input as the work progresses. Bi-weekly review meetings will be held to discuss alternatives and keep the City apprised of the progress. Following establish- ment of a preliminary street alignment, CH2M HILL will meet with City staff and Cristich Lane property owners to present the proposed plan and receive input from property owners. If necessary, the plan and cost estimate will be modified based on public input at this meeting. Mr. Bill Helms Page 4 August 29, 1990 SFO242.16 2.6 Final Report A report will be prepared detailing the results of the preliminary design, right-of-way investigation, and the funding study. A recommendation for the preferred funding and alignment alternatives will be presented in the report. After review of the draft report by the City, the report will be finalized. 3.0 FINAL DESIGN Final design will consist of preparing plans, specifications and bid documents, an esti- mate of probable construction cost, a geotechnical investigation to determine design criteria and right-of-way mapping. Right-of-way mapping will include preparation of plats and descriptions and a record of survey for the proposed street. We recommend submittal to the City at the 60% and 90% stage for review. A detailed scope of ser- vices to be provided in final design will be established following completion of Task 2, Preliminary Engineering. 4.0 SERVICES DURING BIDDING During this phase of the work, CH2M HILL will work with the City in developing a list of qualified contractors from which construction bids will be requested. Following re- ceipt of bids, CH2M HILL will evaluate the bids and recommend to the City which contractor, if any, should be awarded the construction contract. 5.0 SERVICES DURING CONSTRUCTION Following award of the construction contract and receipt by the City of required con- tractual documents, CH2M IIILL will assist the City in issuing a notice to proceed with construction and will conduct a preconstruction conference. During construction, CH2M HILL will assist the City's construction inspector by review- ing shop drawings required by the contract specifications, making periodic site visits to see that construction is in general conformance with the contract plans and specifica- tions, interpreting contract plans and specifications, and attending the final acceptance walk-through with representatives of the City. Upon acceptance of the constructed project. CH2M HILL will prepare record drawings based on record data maintained by the contractor during construction. Please note that Task 1 covers management and administration of Task 2 only. Also included for your information is a proposed project schedule for the work to be performed. This schedule, of course, is dependent on the City's plan of action. We are proposing to perform this work on a labor and materials basis with a maximum contract amount. Labor will be invoiced at 2.2 times salary cost, and expenses (includ- ing subconsultant costs) will be marked up 15 percent. Upon your review of this proposal, we are prepared to meet with you to discuss and, if necessary, refine this proposal.
