A RESOLUTION AMENDING THE COMPENSATION AND WORKING
CONDITIONS FOR EMPLOYEES IN MANAGEMENT AND CONFIDENTIAL
CLASSES AS DEFINED IN RESOLUTION 6647 AND AS DESIGNATED
IN RESOLUTION 6905.
WHEREAS, the provisions of Title 4, Section 36506 of the Government Code
of the State of California provide that the salaries of employees of General
Law cities may be fixed or increased by resolution; and
WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides
that the City Council may, from time to time, by resolution change the
compensation of employees of said City, and may by resolution adopt salary and
wage scales; and
WHEREAS, Title 2, Section 2.12.030(7) of the Campbell Municipal Code
requires the City Manager to prepare and submit an annual salary plan to the
City Council for its approval; and
WHEREAS, the City Council and the City of Campbell desires to adopt such
salary increases and approve benefit and working condition amendments.
NOW, THEREFORE, BE IT RESOLVED that the City Council does approve and
ratify the Amendments attached hereto, and made a part hereof.
BE IT FURTHER RESOLVED that all other supplemental benefits and working
conditions shall remain as previously established and that the provisions of
this Resolution shall be in effect from July 1, 1990 through June 30, 1993,
unless otherwise denoted in any provision in this Resolution.

I. COMPENSATION ADJUSTMENTS FOR MANAGEMENT AND CONFIDENTIAL EMPLOYEES EXCEPT
THE CITY MANAGER
A. JULY 9, 1990
1. Unclassified Management: Department Head Salary Ranges I and II shall
be adjusted in accordance with the Department Head Compensation Plan
adopted by Resolution 6703, March 1984.
2. Classified Misc. Management and Confidential: Salary ranges shall be
increased by five and one-half percent (5.5~).
3. Classified Public Safety Management: Salary ranges shall be increased
by five percent (5~j.
B. JANUARY 7, 1991
1. All Public Safety Management employees shall receive a four percent
(4~) salary increase; salary ranges for Classified positions shall be
adjusted accordingly.
2. The Management position of City Clerk and the Confidential positions
of Secretary to the City Manager and Senior Clerk-Typist shall receive
a three percent (3~) salary increase; applicable salary ranges shall
be adjusted accordingly.
C. JULY 8, 1991
Effective 7/8/91, all Classified Management and Confidential
classification salary ranges shall be increased by an amount equal to one
hundred percent (1000 of the increase in the San FranciscoJOakland/San
Jose Urban Wage Earner and Clerical Worker Consumer Price Index for the
one year period from May 1, 1990 through April 30, 1991, with a maximum
salary increase of seven percent (7$) and a minimum increase of four
percent (4~).
Department Head ranges I and II shall be adjusted in accordance with the
Department Head Compensation Plan adopted by Resolution 6703, March 1984.
D. JULY 6, 1992
Effective 7/6/92, all Classified Management and Confidential
classification salary ranges shall be increased by an amount equal to one
hundred percent (1000 of the increase in the San Francisco/Oakland/San
Jose Urban Wage Earner and Clerical Worker Consumer Price Index for the
one year period from May 1, 1991 through April 30, 1992, with a maximum
salary increase of seven and one-half percent (7.5~) and a minimum
increase of four and one-half percent (4.5~).
Department Head Ranges I and II shall be adjusted in accordance with the
Department Head Compensation Plan adopted by Resolution 6703, March 1984.

II. OTHER PROVISIONS APPLICABLE TO ALL MANAGEMENT AND CONFIDENTIAL EMPLOYEES
(AS DENOTED) INCLUDING CITY MANAGER
A. HEALTH INSURANCE CONTRIBUTION
1. Management: Effective July 1990 the City's contribution to health
insurance will be increased to $347.00 per month. Effective July 1991
it will be increased to $377.00 per month and in July of 1992 to
$407.00 per month.
2. Confidential: Effective July 1990 the City's contribution to health
insurance will be increased to $320.65 per month. Effective July 1991
it will be increased to $350.65 per month and in July 1992 to $380.65
per month.
B. OTHER BENEFIT COST INCREASES--Management and Confidential Employees
The City will be responsible for any increase in the PERS employer
contribution in 1990, 1991, and 1992. The City will contribute $5.35 per
month per employee to cover the July 1990 rate increase for dental
coverage. The City will maintain coverages and be responsible for any
rate increases to the dental, life, LTD, and employee assistance program
in July of 1991 and 1992.
C. LONG-TERM DISABILITY INSURANCE--MANAGEMENT EMPLOYEES
The City will increase the LTD salary ceiling utilized for benefit
computation from $4000 to $5000 per month effective September 1, 1990.
D. TUITION REIMBURSEMENT--CONFIDENTIAL EMPLOYEES
The current fiscal year tuition reimbursement maximum will be increased to
$525 effective July 1990, to $550 effective July 1991, and to $575
effective July 1992.
E. TUITION REIMBURSEMENT--MANAGEMENT EMPLOYEES
The current fiscal year tuition reimbursement maximum will be increased to
$625 effective July 1990, to $650 effective July 1991, and to $675
effective July 1992.
F. ADMINISTRATIVE LEAVE--MANAGEMENT EMPLOYEES
Effective July 1990, the annual Administrative Leave allocation will be
increased from 48 to 52 hours per calendar year. Section 16.12 of the
Personnel Rules and Regulations will be modified to reflect that the
cash-out/carry-over provision will apply at the 52 hour level.

G. VACATION ACCRUAL RATES--MANAGEMENT AND CONFIDENTIAL EMPLOYEES--Rules
Section 16.2 to be modified.
Effective July 9, 1990, vacation accrual rates will be modified as
follows:

H. VACATION SCHEDULING AND RETENTION OF UNUSED vACn,mrnw-
The times during a calendar year at which an employee may take vacation
shall be determined by the department head with due regard for the wishes
of the employee, and particular regard for the needs of the service. If
the requirements of the service are such that an employee cannot take part
or all of this annual vacation in a particular calendar year, such
vacation either shall be taken during the following calendar year, or paid
for at the discretion of the appointing power subject to the approval of
additional funds by the City Manager. In those years where it is
impractical for classified non-management personnel to schedule a
vacation, vacation as of December 31 each year may be retained as follows:

Payout of hours which exceed the number of hours retainable on December 31
of each year, will not exceed the number of hours of vacation time taken
by the employee during the preceding 12 months. Hours in excess of the
number of hours retainable which are not eligible for payout may be
carried over into the next calendar year and must be scheduled for use by
the employer prior to March 31 of that calendar year. Excess vacation
hours which are not used by the employee during that three month period
will be scheduled as mandatory vacation time off at a time to be
determined by the department head.

Management personnel may accumulate and retain their vacation leave to a
maximum of 496 hours as of December 31 of each calendar year.
2. LIFEGUARD PRESCRIPTION DRUG COVERAGE--MANAGEMENT AND CONFIDENTIAL
EMPLOYEES
The City will offer Lifeguard prescription drug coverage to be funded by
the employee through the health allocation. Should this benfit not be
accepted by all represented groups, the coverage will not be made
available; however, the health allocation as proposed will remain
unchanged.
J. VISION PLAN--MANAGEMENT AND CONFIDENTIAL EMPLOYEES
A voluntary vision plan will be offered, to be purchased on an individual
basis and paid for by payroll deduction. Should initial enrollment not
meet the minimum requirement of 15 enrollees, the program will not be
offered.
K. RETIREE MEDICAL PROGRAM--MANAGEMENT AND CONFIDENTIAL EMPLOYEES
Effective July 1990, the City will implement a City funded retiree medical
program with the following components:
- 25 years of service with the City of Campbell required to receive
benefit.
- Minimum retirement age of 50 and retired from City of Campbell.
- Future retirees and prior retirees who meet specified criteria will be
eligible to receive benefits.
- Payment for medical coverage for retiree only (not dependents) on a
reimbursement basis, to a maximum of $75 per month.
- Employees who become Medicare eligible will no longer be eligible for
benefits.
- Bills must be submitted to the City in January and July of each year
beginning January 1991 for reimbursement for the prior 6 months costs.
L. UNIFORM ALLOWANCE--ALL PUBLIC SAFETY MANAGEMENT PERSONNEL

Effective July 1990, uniform allowance for all Public Safety Management
employees will be increased to $625 per year; to $650 in July 1991; and to
$675 in July 1992.
CLASSIF
POST Educational Incentive Pay will be changed effective July 9, 1990 to
five percent (5~) for the Intermediate POST Certificate and seven and
one-half percent (7.5~) for the Advanced POST Certificate.
